HomeMy WebLinkAbout007 02 75 PLANNING AND ZONING MINUTES July 2, 1975 Minutes of the regular meeting of the Planning and Zoning Commission held in the city municipal building July 2, 1975. Present: Chairman James Branson, Commission members Jack Menard, Rodney Parrish, Del Peters and Larry Rawlins. Allen Martin and Ed Reese excused. Meeting called to order at 8:00 p.m. by Chairman Branson. PUBLIC HEARING ITEM: Robert N. Grimes, General manager of Highland Homes is requesting a variance of zoning to use a Boise Cascade home as an office. The proposed location is ~581 Yellowstone Avenue. Mr. Grimes requests the variance for the period of at least one year. Mr. Grimes informed commission Highland Homes is not sure of the best utilization of the property as yet and request using a temporary foundation. Discussion followed on the use of a permanent foundation. Councilman Jack Menard moved the Planning and Zoning Commission recommend council grant variance for Highland Homes to use a Boise Cascade home as an office for their business for a period of one year. Larry Rawlins seconded motion. Roll call vote: Menard, yes; Parrish, no; Peters, yes; Rawlins,yes. PUBLIC HEARING ITEM: Ralph J. Henderson is requesting a variance of zoning to allow the development of a Mobile Home Park on the west side of Hiline Road and south of the present Mobile Home Estates development. R. Jay Henderson represented the Hendersons in their request. Mr. Henderson informed commission they are planning to run the sewer line west to Burley Drive and run an m~ght inch water line south on Hiline to serve the mobile home court. There was a lengthy discussion on the utilization of 85 feet of property owned by Land Investment, Inc. that lies between Mobile ~Addition ~l and the proposed Mobile Home park. Commissioners Del Peters, Jim Branson and Larry Rawlins said they thought this was a personal problem and should have no bearing on the variance request. Bart Parrish, representing Land Investment, Inc. asked commission if city would release them of their obligation to develop this 85 feet of property owned by them. After further discussion Del Peters made motion the Planning and Zoning Commission recommend the city council grant variance of zoning to Henderson Enterprises, Inc. to develop a mobile home park on the legal described property owned by Henderson Enterprises, Inc. and submitted with variance request. Larry Rawlins seconded motion. All members voted in favor of motion with the exception of Rodney Parrish who abstained from voting. Jack Menard noted Roger Seaton had agreed to construct a 6· high fence along south property line and a 10' high fence along Railroad right of way. ~Bart Parrish again asked to be released of Land Investment Incorporateds committment to develop the 85 feet that lies between Mobile Manor Addition ~l and the proposed Henderson mobile home park development.
