HomeMy WebLinkAbout012 04 75 PLANNING AND ZONING MINUTES December 4, 1975 Minutes of the regular meeting of the Planning and Zoning Commission held in the city municipal building December 4, 1975. Present : Chairman James Branson, Commission members Jack Menard, Del Peters, Larry Rawlins, Rodney Parrish, Ed Reese and Allan Martin. Minutes o~ November 6, 1975 meeting read and approved. PUELIC HEARING IT~4: A request by Mobile Manor, Inc., acting by and through Rodney J. Parrish, for a variance of zoning of Lot ll, Block 2 less the west 60 feet and on Lot 22, Block 2, less the west 60 feet, Mobile Manor Subdivision, to allow the placement of a mobile home on each of these two lots as presently located. The property is presently zoned Mobile Home Residential (R-2T). Rodney Parrish stated that they had mobile homes already on these lots and were trying to bring them into compliance with the zoning. Dick Anderson acting as spokesman for Mobile Manor residents asked for a denial of variance. He stated that when they bought lots in Mobile Manor 1st Addition it was their understanding there would be no rental units. Mr. R. B. Bistline, 4770 Whitaker, stated that cars park on Hiline Road at these Mobile Homes and they are a hazard to people turning into Mobile Manor. Mr. Robert Olsen, 550 Albatross, said that the rental property is not maintained, and that they had not bought to live under these conditions. Mrs. Olsen said it was their underStanding these lots would be developed into a park area when they bought their lot. Del Peters recommended that because this property is in litagation it should not be discussed. Allan Martin made motion to recommend to the council to deny variance. Larry Rawlins seconded the motion. Rodney Parrish abstained from voting. Allan Martin then made a motion to retract above motion and that the variance request be tabled until litagation is settled. Larry Rawlins seconded motion. All comms§ion members voted in favor. PUBLIC HEARING IT~4: a request by Mobile Manor, Inc., acting by and through Rodney J. Parrish, for a change of zoning with respect to lot 22, Block 4, Mobile Manor SuBdivision, to Mobile Home Residential (R-2'T). The property is presently zoned Combined Residential (R-2) Rodney said this lot had been inadvertently left off on the previoUs zoning request. The commission members felt this lot should be zoned with the adjacent lots. Ed Reese made motion to recommend to the Council Lot 22, Block 4, be re- zoned to Mobile Home Residential (R-2T). Del Peters seconded the motion, with all members voting in favor. Rodney Parrish abstained from voting. PUBLIC HEARING ITEM: An application for a variance to allow the use of a Mobile] Home as an office for Anderson Trucking Company for a period of one year Charlie Frasure said the office would be placed adjacent to the present Big Indian Trailer Court. RodneyParrish moved .that the .commission recommend to City Council a variance be granted for a Mobile Home to be used as an office for Anderson Trucking Company, for a period of six months, with an option to renew. Jack Menard seconded motion. All members voted in favor. PU~.IC HEARING IT~N: Edward J. Berrett requested that the City of Chubbuck grant a variance for the erection of a single dwelling unit in a General Commercial (C-3) zone, on property located at 4888 Valenty Road. Mr. Berrett was not present at the meeting. After some discussion as to how a building permit was issued for this dwelling the Commission members felt the request should be granted. Ed Reese made a motion to recommend to Council to grant variance for a single dwelling in General Commercial Zone (C-3).. Allan Martin seconded the motion. Ed Reese, yes; Allan Martin, yes; Rodney Parrish, yes; Larry Rawlins and Del Peters abstained from voting. REQUEST FOR CHANGING OF EONING, by City Council, of Light Industrial property owned by Charlie Frasure and platted to Res-2. A discussion followed and Mr. Frasure said he had not requested a change of zoning and would not until he is ready to develop. Chairman Branson read a letter from Idaho State University Government Department offering a course next semester on - Planning Graphics and Mapping. LAND INVESTMENT PRELIMINARY PLAT: Jim Voeller presented a preliminary plat of Land Investment, In¢ ~ Section 10 T6S R 3&E B M, City of Chubbuck, Bannock Nw ~ Section 11 and N E' for Mobile Manor Second Addition, as described, County, Idaho. A lengthy discussion followed with the commission members expressing the thought this might be the best utilization of this land. Mr. Voeller was remmnded that drainage water would have to be retained within this property. A motion was made by Jack Menard to recommend to City Coucil to accept PrliminaryPlat as described. Del Peters seconded motion. The vote was unanimous. Rodney Parrish abstained from voting. Allan Martinmoved and Del Peters seconded the meeting be adjourned. Ward, Secretary J~es B. Branson, Chairman
