Present: Mayor John O. Cotant, Jr., Commission members Jack Menard, Ed Reese, Del Peters, Jim Chatterton, Clifford Payne, Larry Rawlins and Dee Stalder. Meeting called to order at 8:05 p.m. Minutes of the meetin$~ld June 3, 1976 were read and approved as written. Mayor Cotant introduced Clifford Payne, Jim Chatterton and Dee Stalder as new members of the commission. Mayo~Cotaut asked that a new chairman be elected. Del Peters placed Jack Menard's name for chairmsn. The Mayor asked for any other nominations. There being none, Dee Stklder seconded the nomination of Jack Menard, with all Commission Members voting in favor. PUBLIC HEARING ITEM: Gary G. Cossaboom, 1087Wilson #15, representing the East Congregation of Jehovah's Witnesses is requesting rezoning on the following described property: A tract of land in the NE~ NW¼ of Section 11, Township 6 South, Range 3~ East of the Boise Meridian, Bannock County, Idaho described as follows: C~mmencing at the West 1/16 Corner on the North line of said Section 11; Thence N 89v59'32'' E, along the north line of said Section, ~25.00 feet; Thence South, 299.00 feet to the true point of Beginning; Thence continuing South, 197.00 feet; Thence N 89°52i32'~, 161.~9 feet to the True Point of Beginning and containing .73 acres more or less. The property is presently zoned Agricultursl Transitional. Mr. Cossaboom requested this property be rezonedto Residential two (R,2). ChairmanMenard asked Mr. Cossaboom if they had resolved the road situation. Mr. Cossaboom reported he had talked to Doyle Chatterton and that he had more less indicated he would be developing the road in the near future. Steve Murphy of 765 E. Chubbuck Road asked where the property lay in relation to the homes on East Chubbuck Road. John Alder, representing Mark Bunce, said that his concern was if the road would be surfaced. Del Peters stated that he felt there would be no troUble in the rezoning change; but that the agreement on the road should be resolved. Chairman Menard told Mr. Kim Cooper that the agreement should be broughtinto the city office. Commission Member Jim Chattertonmade a motion to recomend to the city council that the property as described be rezoned from Agricnltural Transitional (A-T) to Residential Two (R-2). Ed Reese seconded the motion with all Commission members voting in favor. VARIANCE - RENEWAL EXTENSION: Ch~irmau Jack Menard read m~uutes of the Planning and Zoning me'ting held December ~, 1975 also the minutes of the City Council of December 9, 1975. Charlie Frasure asked for an extension of variance,to allow a Mobile Home as an office for Anderson Trucking Company, for a six month period with an option to renew. Jim Chatterton asked if Mr. Frasure had met the sewer and water stipulation on the previous request. Mr. Frasure stated he had done~so. Commission member Del Peters made a motion that Charlie Frasure be granted an extension on variance request granted December 9, 1975, for a period of six months. Cliffordii~Payne seconded the motion with ~11 members voting in favor. GLADE KYNASTON discuSsed with the commission the possibility of haviughis property at ~35 East Chubbuck Road be rezoned. He stated that he had contacted Butterys of Montana about a shopping center. He said that they might be interested if his GLADE KYNASTON: property could be rezoned for commercial purposes. He said he was at the meeting to get the feeling of the commission before he went ahead with any further plans. Larry Rawlins asked if Mr. Kynaston had contacted any of the neighbors as to their feeling on a shopping center. Mr. Kynaston said that he had telked only to Klane Forsgren, who is pnrchasing the Paul Thompson property, and he had expressed no opposition to the rezoning. Del Peters stated that Mr. Kynaston' s property joined Light Industrial property and he felt this would be a normal transition. The Commission told Mr. Kynaston that they felt there wo~ld be a good possibdlity of his property being rezoned if the need arose,~ Correction below. Chairm_~u Menard handed out the Comprehens[?e Plan and the Bannock Comuty ordinances to be read by the commission members. A meeting of the Plsnndng and Zoning C~mmission, Dan Mabey of the Bannock County Planning and Zoning Commission and Rod Watkins of the Southeast Council of Governments was set for July 8, 1976 at 8:00 p.m. at the City Municipal building.
