HomeMy WebLinkAbout001 08 76· PLANNING AND ZONING MINUTES '~ Jahua~y 8, Minutes of the regular meeting of the Planning~r and Zoning Commission held in city municipal building January 8, 1976. Present: Chairman James Branson, Commission members Allen Martin, Jack Menard, Rodney Parrish and Del Peters. Meeting called to order at 8:00 p.m. Chairman Branson voiced a sincere thanks and appreciation of the several years service Commission member Jack Menard has served on the Planning and Zoning Commis sion. Chairman Branson asked for corrections or additions to minutes of December &, 1975. Mobile Manor Variance Request: Dick Anderson said his statement as in the minutes was in error - he asked that his statement be --Dick Anderson sai~,J~the residents of Mobile Manor objected to two trailers on large lot because bhey were against the zoning ordinance and lots were not large enough with square footage and frontage to comply. Charlie Frasure Variance Request: Rodney Parrish stated his motion to grant variance to Charlie Frasure was without an option to renew, and this part should be deleted. There being no other corrections the minutes were approved as written. PU~,IC HEARING ITEM: Jeffrey and Linda Barber, 22& James Avenue have requested a variance be granted for the purpose of allowing the operation of a beauty shop in the basement of their home. This property lies in a Combined Residential R-2 zone. Mr. and Mrs. Barber were both present and said the shop would be used to facilitate only one operator with one s~yling chair, two shampoo sinks and three hair dryers. Parking space was discussed and Mr. Barber assured the Planning and Zoning Commission adequate parking was available,~ After a thoroug~ discussion Commission member Peters moved the commission grant the variance to Jeffrey and Linda Barber to allow the operation of a beauty shop in the basement of their home at 22~ James Avenue, subject to the follow- ing conditions; no additional help can be hired, hard surfaced paving to be complete prior to opening of business, with three off-street parking spaces being provided. Allen Martin seconded motion. Roll call vote: Martin, yes; Menard, no; Parrish, no; Peters, yes, Vote being tied, Chairman Branson voted in favor of motion and the motion passed. PU~.IC HEARING ITEM: Velbert Jackson has requested a variance to allow the placement of a mobile unit on his car sales lot at &7~3 Yellowstone Avenue to be used as an office. Velbert Jackson was present and informed commission members he has purchased a 12' x 60' mobile unit and plans to place it on the middle of his lot. After discussinG Commission member Menard moved the variance be granted to allow placement of a mobile unit on Mr. Jackson's car sales lot at ~7&3 Yellow- stone Avenue to be used as an office, provided water and sewer services are installed and that variance be granted for a period of six months only. Rodney Parrish seconded motion. Roll call vote: Martin, no; Menard, yes; Parrish, yes; Peters, yes. PUBLIC HEARING ITEM- CARRIED OVER FROM DEC~BER 4, 1975 PUBLIC HEARING: Rodney J. Parrish has requested a variance of Z~oning of Lot ll, Block 2 less the west 60 feet and on Lot 22, Block 2, less the west 60 feet, Mobile Manor Subdivision, to allow the placement of a mobile home on each of these two lots as presently located. The property is presently zoned Mobile Home Residential (R-2T. Max Parrish represented Mobile Manor and stated they have placed two single mobile homes on these lots and this leaves as much room between the units as any mobile units in the park. The corner lots fac~ng~ have 5~6.7 ft frontage. . COUNCIL MEETING-JANUARY 8, 1975-Page 2 Max Parrish said they could bring the situation into compliance by deeding additional feet to the east. Mr. Parrish also presented an alternate of making three lots out of the two large lots. The square footage would then comply, however, frontage require- ment would not be met. Mr. Parrish also said another alternative would be to place the two trailers side by side with a carport connecting the two and then consider them as a trailer duplex. Mike Thompson, 604 Bluebird, said the city had given him a house number and the water connection was made by the city and why didn't the city tell him the lot was not in compliance at that time. After further discussior~ Commission member Martin moved to deny the variance request because of odd sizes. Commission member Peters seconded motion. Voting was unanimous in denying the variance. Rodney Parrish abstained from voting. PUBLIC HEARING ITeM-CONTINUED AND CARRIED OVER FROM SEPTM~BER 4, 1975 PUBLIC HEARING: Land Investments, Inc. have requested rezoning from Agriculural Transitional to Mob'~mle Home Residential (R-2T) on property owned by Land Investment, Inc. which lies south of the Kynaston property and directly west of Mobile Manor Addition ~l to the east edge of their property zoned Light Industrial. After some discussion, Commission member Menard moved the Planning and ZOning Commission recommend the following described property be rezoned from Agricultural Transitional (AT) to Mobile Home Residential (R-2T). Commencing at the southwest corner of Mobile Manor 1st .ddition, thence northerly along the west boundary line of Mobile Manor 1st Addition a distance of 231.5 feet, more or less to the South boundary of the "Kynaston property,,, thence south 89o46' West along the South boundary of the Kynaston property a distance of 368 feet more or less to the North property line of Martha Bistline/Henderson property, thence Easterly along said property line a distance of 368 feet more or less, thence North 85.4 feet to the Point of Beginning. Allen Martin seconded motion and the voting was unanimous in favor of motion. Rodney Parrish abstained from voting. MOBILE MANOR ADDITION #2 - Jim Voeller, Max and Rodney Parrish presented the revised preliminary plat of Mobile Manor Addition #2. Engineer Voeller stated they are presenting the revised plan to get P & Z approval of change city council requested on the preliminary plat. Drywell provision was discussed and Engineer ¥oeller showed the Planning and Zoning Commission where the drainage drywell is proposed. A lengthy discussion followed on actual platting of lots which did not comply with subdivision ordinance. Oommission member Del Peters moved the P & Z commission accept changes re- commended by City council on Lot 23, Blk 7, Mobile Manor Addition #2. Allen Martin seconded motion with an unanimous vote in favor.~Rodney Parrish abstained from voting. PIZZA HOUSE DEVELOPMENT - Kay Campbell, Dean Renfrew and Leland McLain were present and informed Planning and Zoning commission they planned to construct a Pizza House in the 4900 block of Yellowstone and wanted to know what the P & Z Commission required.
