HomeMy WebLinkAbout002 05 76 PLANNING AND ZONING MINUTES FEBRUARY 5, 1976 Minutes of the regular meeting of the Planning and Zoning Commission held in city municipal building February 6, 1976. Present: Commission Chairman James Branson, Commission members Dwain Kinghorn, Allen Martin, Rodney Parrish, Del Peters, Larry Rawlins and Ed Reese. Meeting called to order at 8:00 p.m. Chairman Branson welcomed Dwain Kinghorn as a Planning and Zoning Commission member representing the city council. Minutes of January 8, 1976 meeting read. Chairman Branson asked for corrections or additions to minutes. Rodney Parrish said frontage on lots facing Bluebird and Albatross are 56.7 ft. frontage instead of lots facing Hiline as noted in minutes. With no other corrections minutes were approved as written. PUBLIC HEARING ITEM: Boyd Neider requests a variance to allow him to construct two duplexes on Lot 7 of the Neider 1st Addition or a conditional use to allow the construction of a four-plex unit on Lot 7 of the Neider 1st Addition. Lot 7 measures 115 ft x 150 ft. and is in Combined Residential (R-2) zone. Karen Tolman, Barbara Servel and Lynn Swanson all voiced objection to four- plex unit. Lynn Swanson also said he understood area was for single-family residences when he bought his home. Tim Harrison, Scott Stree~ said he had invested a lot of money into his home but added if conditional use for four-plex is granted, Mr. Harrison will also apply for variance to build a four-plex on a lot in Neider Addition. Allen Martin, Boyd St., and also commission member stated he would not object to one duplex . Del Peters moved the variance for two duplex construction and/or conditional use permit for four-plex be denied. Ed Reese seconded motion. All commission members voted in favor of motion. PUBLIC HEARING ITEM: Mark Bunce is requesting a Residential 1 zoning for his proposed Extended Bunce Subdivision. Commission member Kinghorn moved the Planning and Zoning commission recommend approval of rezoning the described land of the Mark Bunce Extended Subdivision to Single family Residential (R-l) from its present Agricultural Transitional zone. Commission member Martin seconded motion and the voting was unanimous in favor. BUNCE EXTENDED SUBDIVISION - Preliminary Plat - Mark Bunce and Jim Baird presented the preliminary plat of the Extended Bunce Subdivision. Commission member Dwain Kinghorn told Mr. Bunce the city prefers the sewer be installed so it will be gravity flow rather than using a sewer pump station. This will necessitate securing easements so sewer line will go west to Buffalo Road and then south to East Chubbuck Road. Planning~and Zoning members discussed the need for extension of a main street to the north and possibly to east and west of plat in the northern area. After an extended discussion Rodney Parrish moved the preliminary plat be approved with an extension of Elizabeth Street to the north property line and an extended street to the east from the northeast culdesac of plat. Ed Reese seconded motion. Voting was unanimous in favor of motion MOBILE MANOR ADDITION #2 - Final Plat - Jim Voeller, Engineer for Land Investment, Inc. presented the Mobile Manor Addition #2 final plat. P & Z commission reviewed the final plat. Ed Reese moved the Planning and Zoning commission approve the Mobile Manor Addition #2 final plat. Del Peters seconded motion. All commission members voted in favor of motion. Rodney Parrish abstained from voting. ALTURAS PARK SUBDIVISION - Roger Seaton and Val Williams presented the Altural Park Subdivision preliminary plat. Engineers Jim Voeller and Bob Thompson were also present. Planning and Zoning members recommended Lots 10, 11, 12 and 13, Block 5 be set aside for park area instead of three larger lots by canal~ at north of plat. Roger Seaton requested the cul-de-sac at south end of Redfish Road remain instead of extending Redfish Road to Galena. Planning and Zoning members told Mr. Seaton they preferred Redfish street be extended west to Galena street. Mr. Seaton then presented a plan showing Redfish Street extended to Galena. Allen Martin moved the revised preliminary plat as presented be accepted with recommendation the park area be moved to Lots 10, 11, 12 and 13, Block 5. Dwain Kinghorn seconded motion with all commission members voting in favor. Roger Seaton has presented a letter to city requesting annexation of the proposed Alturas Park. Rodney Parrish moved the public hearings required on Alturas Park Subdivision annexation and zoning be held. Ed Reese seconded motion. Voting was unanimous in favor of motion. COMMERCIAL BUILDING PERMIT REVIEW - Chuck Wilson presented plans for an addition to his business office at 146 East Chubbuck Road. P & Z commission re- viewed the proposed plans and told Mr. Wilson they saw no reason a permit cannot be issued. Planning and Zoning commission members set a meeting to work on city planning of streets, etc. on Wednesda~ February ll at 8:00 p.m. Allen Martin moved and Ed Reese seconded meeting be adjourned.
