Miuutes of the regular meeting, of the planning and Zoning Commission held
in the city municipal building April 1, 1976.
Present: Commission Chairman James Branson, Commission members Dwain Kinghorn,
Allen Martin and Del Peters.
Meeting called to order at 8:05 p.m.
Minutes of meeting of February 5, 1976 were read and approved as written.
PUBLIC HEARING ITEM: Richard Seaton of Alturas Park is requesting a Residential
2 Zoning for his Alturas Park Subdivision.
Commission member ALlen Martin moved the Planning and Zoning commission recommend
to the city council that the Alturas Park Subdivision be zoned " Residential
2 ( R-2). Conwa~ ssion member Dwain Kinghorn seconded motion and the voting
was unanimous in favor.
PUBLIC HEARING ITEM: Commission member Del Peters made a motion to recommend
to the city councL1 the said land o~ed · by Jack and Mary Stephenson be
zoned Residential 2 R-2~ with the stiptulation they may retain their animals
subject to the Chubbuck animal ordinance. Commission member Allen..Marbin
seconded motion and the voting was unanimous in favor.
ALTURAS PARK SUBDIVISION - Final Plat- Bob Thompson and Val W~_lliams presented the
final plat of the Alturas Park Subdivision. Bob Thompson requested to extend
the manholes from bOO feet to ALO feet and thus eliminate one manhole.
Commission member Dwain Kinghorn made a motion to recommend to the city
council they accept the Alturas Park final plat subject to the engineers
approval. With the recommendation the location of the proposed well be
placed on the final plat. Commission member Del Peters seconded the motion
with the voting unanimous in favor.
BUNCE SUBDIVISION PHASE TWO - Final Plat - Jim Bairdpresented the final plat
of the Bunce Subdivision Phase Two.
Chairman Branson read a letter from Mayor Cotant explaining why he has
given permission for the sewer line to be insts~l ed before the water goes
into the Hiline Canal.
Commission member Martin made a motion to recommend to the city councd_l that
they accept the final plat of the Bunce Subdivision Phase Two. Comm~ ssion
member Kinghorn seconded the motion with all members voting in favor.
BAR X PLANS - a discussion followed on the responsibility of Chubbuck to the
land owners of the Bar X. Commission member Martiu made a reconmnendation
that the city council contact the representatives of the Bar X Tracts and
have the proper description of the property and where all existing structures
are ~efore any action can be taken. Commission member Del Peters seconded the
motion with all commission members ~oting~in favor.
PARADISE ACRES SIGN ON SEWAGE PUMP STATION - Commission member Kiughorn made
a motion that the sign wonld have to meet the requirements of Residential 2
zoning (R-2). If Paradise Acres wonld like to accept this as spelled out in
the Zoning Ordinance the commission then WOuld act on it. Commission member
Martin seconded the motion. The voting was unanimous in favor.
FENCE - Commission member Del Peters made a motion to recommend to the
council to amend the ordinance on fences. The fence h~ight for front yards
from 3 feet to ~ feet for woven wire or chain link fence only. Commission
member Martin seconded the motion. The voting was unanimous in f~avor.
Chairman Branson read a-letter from Jerry Mason,~ from the Plannd~g and Zoniug
Commis§ion of Pocatello, on the Local Planning Act of 1975. The Comm~ ssion agreed
to recommend to the city council that a subcommittee be appointed to work with
the City of Pocatello. The Commission recommended that Jim Branson, Del Peters,
Dwain Kinghorn and Jack Menard be appointed to this committee and a meeting be
arranged as soon as possible.
All en Martin moved and Del Peters seconded the meeting be adjourned.
