September 7, 1978
Minutes of the regular meeting of the Planning & Zoning Commission,
held in the city municipal building, September 7, 1978.
Meeting called to order at 8:10 p.m. by Chairman Dee Stalder.
Present: Chairman Stalder, Commission Members: Dwain Kinghorn, Becky
Hopkins, Clifford Payne, Dell Peters and Mike Metcalfe and City Engineer
Steven Smart. Janet Williams was excused.
Minutes of the regular meeting of the Planning & Zoning Commission,
heldJuly 6, 1978, were read by the secretary. Chairman Stalder asked
for any additions or correction. There being none, Mike Metcalfe
made motion to accept minutes as read. Clifford Payne seconded the
motion. All voted in favor.
PUBLIC HEARING ITEM: DONNA PAYNE requesting a variance from zoning to
allow her to operate a bookkeeping service at her home, 4855 Galena.
Mrs. Payne was not present, it was'noted that Mrs. Payne had been in
attendance at the August 3, 1978 meeting and there had not been a
quoram of Commission Members.
A discussion followed on the type of business that would be conducted.
Clifford Payne made motion to grant a variance for Donna Payne to
operate a bookkeeping service at her home at 4855 Galena, subject to
yearly review. Becky Hopkins seconded the motion. All voted in favor.
PUBLIC HEARING ITEM: DEWAYNE STAUFFER requesting a variance from
zoning to allow placement of a mobil home at 208 W. Linden. Mr.
Stauffer was not present.
Dell Peters made motion to deny the variance request of DeWayne Stauffer
to place a mobil home on his property at 208 W. Linden. Dwain Kinghorn
seconded the motion. All voted in favor.
PUBLIC HEARING ITEM: SHERLYN ANN SIMMS requesting a variance from
zoning regulations to allow her to place an additional mobil home
at 4538 Burley Drive. Ms. Simms was not present.
A discussion followed on mobil homes placed on variance and not used
for the purpose variance was granted for.
Mike Metcalfe made motion to deny the variance request of Sherlyn
Ann Simms to place a single wide trailer as additional living space
on property at 4538 Burley Drive and to recommend to City Council
action be taken for removal of trailer presently on property, now
in violation of original variance. Clifford Payne seconded the motion.
All voted in favor.
OTHER BUSINESS:
1. K SUBDIVISION - FINAL PLAT - Dan Dailey, Forsgren, Perkins
and Associates, presented the final plat of K Subdivision.
City Engineer, Steven Smart, said the f~nal plat conforms with the
K SUBDIVISION -. continued
preliminary plat. He said the construction drawings do not show curb,
gutter or sidewalk.
Dee Stalder asked about the irrigation water. Mr. Dailey said it was
at the back of the plat.
Engineer Smart said there was and additional problem; Whitaker Road
is to be a 66' collector road in the comprehensive plan and the K
SubdiVision shows only a 50' road.
A discussion followed on the comprehensive plan and the responsibility
of the Commission to follow the plan.
Dell Peters made the motion to recommend the City Council accept the
final plat of the K Subdivision, with the stipulation curb, gutter
and sidewalk be construced; and with an additional 8' right of way
to satisfy the requirement of a collector street as called for in
the Comprehensive plan; also an easement for irrigation water for
the property be shown. Clifford Payne seconded the motion. All
voted in favor.
Motion was made to adjourn at 9:20 p.m.
