December 7, 1978
Minutes of the regular meeting of the Planning and Zoning Commission, held
in the city municipal building, December 7, 1978.
Meeting called to order at 8'05 p.m. by Chairman Dee Stalder.
Present: Chairman Dee Stalder, Becky Hopkins, Janet Williams, Mike Metcalfe,
and Dwain Kinghorn, and City Engineer Steven Smart.
Minutes of the regular meeting of the Planning and Zoning Commission, held
November 2, 1978, were read by the secretary. Chairman Stalder asked for
any corrections or additions. Ste~en Smart said that in the motion for
approval of final plat of Chilton Subdivision second to last sentence the
word governmental should be changed to government. Mike Metcalf made the
motion to accept the minutes as corrected. Janet Williams seconded the
motion. Voting was unanimous.
NORTHSIDE PLAZA - FINAL PLAT - presented by Mr. Glen Marshall, developer and
John Alder, engineer for Northwest Engineering. City Engineer Steven Smart
reviewed the plat with the commission. He had previously reviewed the
plat< with John Alder concerning some of the questions that he had. Engineer
Smart was concerned with the location of the siphon and the easement required
by Ft. Hall.
John Alder stated that a 30' easement was what Ft. Hall asked for. Engineer
Smart felt that the city needs to be sure that if the easement falls in the
plat~., that it is denoted on the plat.. Also, that the 80' of right of way for
the proposed arterial road should be centered on the section line instead
of the two existing fence lines. Everybodi~property description presumably
goes to the section line. In order for the city to solve future problems
the right of way needs to be centered on this section line.
Steve Smart pointed out that the comprehensive plan for the city shows a
12" water line up Yellowstone, while they show on their plat a 8" line up
the frontage road. Glen Marshall pointed out that the plat has a 8" line
up the frontage road and a 10" line on Northside Avenue in place of the
12" line, and that should be sufficient to supply the water needed.

Engineer Smart was~about safety for truck traffic ingress and egress on
frontage road access, particularly if a tractor trailer comes.down

problem. Mr. Smart contacted the Highway Department concerning this
problem. The Highway Department would like to reserve a 7' right of
way for a possible widening of Yellowstone Highway. The Highway Department
would like to purchase this 7' of right of way now instead of having to
buy it later from each individual. Mr. Smart suggested that as a basis of
the city accepting this plat that the developer be required to go to the
highway department to settle this matter. An encroachment permit should
be obtained before the final approval of this plat.
Mike Metcalfe made a motion to the city council for the acceptance of the

Northside Plaza Final Plat subject to City Engineers technical alterations
and with elemination of comprehensive plan of 12" water line requirement on
Yellowstone and acquire an encroachment permit from state highway department
for frontage road access. Janet Williams seconded the motion. The voting
was unanimous.
Motion was made to adjourn at 9:25 p.m. by Janet Williams and seconded by
Becky Hopkins. The voting was unanimous.
