Meeting called to order at 8:10 p.m by Chairman Dee Stalder. Present: Chairman Stalder, Commission Members Dwain Kinghorn, Mike Metcalfe, Janet Williams, Becky Hopkins, Clifford Payne and Del Peters. Attorney Don Burnett and City Engineer Steven Smart. Chairman Stalder opened the meeting for public imput on the Comprehensive Plan. Max Parrish - Topographical - C-102 - Goals Balance of agricultural land. Would there be preferential treatment within the city. C-301 - Goals Are there any plans for a City Center. T. V. Hanks - C-301 Plan for a City Center in a central location. Max Parrish - Municipal Improvements - D-102 - Goals Hawthorne Road should be an arterial street from Chubbuck Rd. north. How far apart would access be on arterial roads. Rodney Parrish Will the city require frontage roads in any area of city. Max Parrish - D-203- Goals Joint use with other taxing units of facilities within the city. Zoning Map - Hiline logical for commercial area especially with City of Pocatello develpment in this area. Limited Commercial area should be at the corner of Hiline Rd. and East Chubbuck Rd. Dennis Leslie R-1 Zone and R-2 Zone should be reduces in size. Glen Marshall Siphon Road to Reservation Road should be zoned Light Industrial rather than R-2 on East side of Yellowstone. Steven M. Smart Would like to go on record that he was in favor of a ltd,.red,commercial area on one lot at Hiline and East Chubbuck Road Boyd Fullmer Stated he felt Hiline and East Chubbuck Road would be a natural area for Limited Commercial zone. Mike Metcalfe made the motion to recommend to the City Council the following recommendations on the comprehensive plan heard by the Planning and Zoning Commission, Thursday, April 13, 1978 be adopted: 1. C-102 - Goal I - add to end of last sentence~- to add balanced growth to the city. MOTION: 2. D-201 - Map follow up - show for planning purposes Hawthorne Road be an arterial road north to Reservation Road. 3. D-203 - Add goal to effect that city cooperate with other govermental and taxing units in the use of public buildings. 4. E-101 - Goal 4 - to amend goals to read in effect adequate lot size and configureation to allow to provide sufficient space for off street parking according to density of development. 4. Land Use Map - to amend all R-1 develoment of area bounded by Interstate Highway to Siphon Road to Rio Vista Raod and Philbin Road thus creating R-2 uses through out entire area except where C-1 locations are shown. 5. Include zoning of Limited Commercial (C-1) of same dimensions as other C-1 areas at intersectiOn of East Chubbuck Road and Hiline Road. Janet Williams seconded the motion. Del Peters made a motion to table motion until Thursday, April 20, 1978, at 8:00 p.m. and further all other items one through four on agenda be tabled until such meeting. Janet Williams seconded the motion. All voted in favor. Public Hearing adjourned. MOUNTAIN VIEW SUBDIVISION - John Alder, of Bunce, Alder and Bunce, presented the preliminary plat of the Mountain View SubdiviSiOn. Mr. Alder said they were asking for an R-1 and R-3 zones for this subdviS~on. He said he was asking for exception on some 70' lots where the terrain did not permit larger lots. Engineer Steve Smart said zoning agreed in substance with the new zoning ordinance. A general discussion followed on streets and the sewer lines. Clifford Payne made a motion to recommend the preliminary plat of Mountain View Subdivision be accepted to the City Council on condition that road and sewer be worked out and the recommendations of City Engineer be followed; also that property be zoned as requested.
