FEBRUARY 1, 1979
Minutes of the regular meeting of the Planning and Zoning Commission,
held in the city municipal building, February 1, 1979.
Meeting called to order at 8:00 p.m. by Acting Chairman Dwain A. Kinghorn.
Present: Acting Chairman Kinghorn, Commission Members: Becky Hopkins,
Janet Williams and Del Peters. Mayor John O. Cotant, Jr. joined the
meeting at 8:30 p.m. Chairman Dee Stalder and Commission Member Mike
Metcalfe were excused.
Minutes of the regular mee~ng of the Planning and Zoning Commission, held
January 4, 1979, were read by the secretary. Acting Chairman Kinghorn
asked for any additions or corrections to the minutes; there being none,
Del Peters made the motion to accept the minutes as read. Becky Hopkins
seconded the motion. All voted in favor.
MEL HARDY - REVIEW OF VARIANCE granted February 2, 1978, to operate a
manufacturer's sales office from his home, 4935 Spraker. Mr. Hardy
said his business was conducted by telephone; there is no additional
traffic created by the business, as all supplies are delivered by truck
to the customers.
Del. Peters asked if any complaints had been received from residents in
the area. He was told the City office had not recieved any complaints.
Janet Williams made motion to renew the variance request of Mel Hardy to
operate a manufacturer's sales office from his home, at 4935 Spraker,
subject to a yearly review. Becky Hopkins seconded the motion. Voting
was unanimous.
CHRISTINA PFIEFER - REVIEW OF VARIANCE granted February 2, 1978, to
operate a beauty salon in her home at 135 Stuart Avenue. Mrs. Pfiefer
said she operated a one chair shop. She said her ladies park on the side
street and she had not had any complaints from her neighbors.
Acting Chairman Kinghorn asked Mrs. Pfiefer if they had installed the
outside entrance. She said they had done so and had put a gate into,]
the yard,/'~, and they were happy with the arrangement.
Del Peters made motion to renew the variance request of Christina
Pfiefer, to operate a beauty salon in her home, 135 Stuart, subject
to a yearly review. Janet Williams seconded the motion. All voted in
favor.
R. KIRK SHULER - WHEELS UNLIMITED - REVIEW OF VARIANCE EXTENSION of
ninety days, granted November 2, 1978. Mr. Shuler said he was consolidating
the business here with his operation in Boise and they would be moving
their merchandise within two weeks if road conditions permit. He said
they anticipated being moved within three to five weeks. Mr. Shuler
said they would be holding this property in hopes of coming back into
the area when money is avialabe to build.

Del Peters said he felt an-extension could be granted under the
circumstances stated by Mr. Shuler.
Acting Chairman Kinghorn said if Mr. Shuler plans to be moving his
business, thirty days should indicate his intensions.
Mr. Shuler said perhaps forty five days might be more realistic with
the weather conditions as they are.
Becky Hopkins made a motion to allow Mr. R. Kirk Shuler - Wheels
Unlimited- a twenty-eight day extension of his variance to show
good faith in moving his business, subject to review March 1, 1979.
Del Peters seconded the motion. Voting was unanimous.
LAND USE ORDINANCE: the Commission reviewed the revised Land Use
Ordinance.
Top of page 6, Limited Residential (R-l), section (b) has not
been included.
Page 11, Height and Area Regulations, side yard requirements
not shown.
N/A should be defined.
Page 11, sentence, "In any district, etc." the wording incorrect.
The Commission expressed they felt the ordinance was generally a good
ordinance and the city was in need of having it adopted with a few
minor changes to be made.
Janet Williams made motion to adjourn at 10:00 p.m. Becky Hopkins
seconded the motion. All voted in favor.
