HomeMy WebLinkAbout012 06 79LAND USE & LAND DEVELOPMENT COMMISSION MINUTES December 6, 1979 Minutes of the regular meeting of the Land Use & Land Development Commission held in the city municipal building, December 6, 1979. Meeting called to order at 8:00 p.m. by Chairman Dee Stalder. Present: Chairman Stalder, Commission Members: Becky Hopkins, Dean Wood, Dwain Kinghorn and Janet Williams, Del Peters was excused, City Engineer Steven Smart and Secretary Dorothy Ward. Mike Metcalfe was present after 8:40 p.m. Chairman Stalder asked for any corrections or additions to the minutes of the meeting held November 1, 1979. There being none, Dean Wood made motion to accept minutes as written. Janet Williams seconded the motion. All voted in favor. BUSINESS: 1. Donna Payne - review of variance to operate a bookkeeping service from her home at 4855 Galena. Mrs. Payne had contacted city office and asked variance not be reviewed, as she is no longer conducting this business from her home. 2. Don Andra - review of variance to place a trailer for temporary office space at 133 East Linden. Mr. Andra was contacted by city office and he reported trailer would be re- moved by week of December 15, 1979. Dwain Kinghorn made motion that if trailer at Don Andra's lot, 133 E. Lindee, had not been removed in December, this item to be placed on agenda in January. Janet Williams seconded the motion. All voted in favor. 3. Jerry Tydeman, 156 Hiway Avenue, asked the feelings of the Commission of him placing a mobil home On his property, 5012 Yellowstone, for his mechanic to live in. Mr. Tydeman was told the city discourages the use of mobil homes in commercial areas. SUGGESTIONS FOR REVISION OF LAND USE ORDINANCE: SECTION 1-5: Definitions. To include Day Care Centers: 1. Number of children 2. Time element 3. Compensation GENERAL CONTROLS- to include a Livestock zone; an allowed use where livestock was previously allowed under Ordinance #98 as long as land remains in same use; also.~to include present county land having a ~ombined residential- livestock use that might be annexed in the future by the city. BUSINESS: The Commission discussed at length the Land Uses under Schedule of General Controls. The recommended changes to the Schedule of General Controls, page 8 thru 10 are attached to these minutes. The ['Commission asked for a seperation of the definition of Production Home Court - Mobil Home and iBoise Cascade type homes. HEIGHT AND AREA REGULATIONS: Dwain Kinghorn asked the Commissionif they would consider changing the side yard requirements from 20'-8' to 15'-5' Mr. Kinghorn said the Heritage West Subdivision had requested this change of the City Council and they were considering it. Mike Metcalfe said the city needs to do something to have builders look toward the city and side yards are one of the big contentions. Dwain Kinghorn said at this point, you have to give public what they can buy, he reminded the commssion they as well as city council have responsibility to provide for housing within the city. Becky Hopkins said she would not like to see the ordinance changed to less than 15' minimum; yet with large lots you are adding to the cost of property. Chairman Stalder reminded the Commission they have to be consistent in their recommendations. Janet Williams made recommendation the city stay with side yard of 20'-8'. Dean Wood seconded the motion. Wood, yes; Hopkins, no; Metcalfe, no; Williams, yes; Kinghorn, no; Stalder, yes. PRODUCTION DWELLING COURTS: The Commission discussed eliminating, Page 16 thru Item #12 on Page 18; with Production Dwelling Courts being developed with utilities and streets to city standards and developed to R-2 standards. By raising these standards ~oufts'wil.ldevelop: 1. Larger lots 2. Raise standards for better tax base 3. Promote equality of developers - with regulation city streets - should they ever want to delete park and go to Commercial zone. Dwain Kinghorn made recommendation the city require Production dwelling courts be developed under an R-2 standards; (h) Production Dwelling Courts (1) to remain as in ordinance. (2) The minimum number of spaces completed and ready for occupancy before first occupancy is permitted shall be eight (8). Janet Williams seconded the motion. All voted in favor.
