Minutes of the regular meeting of the Land Use and Development Cc~anission
held in the city municipal building, November 5, 1981.
Present: Chairman Richard Allen, Commission Members: Myrna Cain~Pete
Anderson, Robert Allen, Dee Stalder, .Mike Metcalfe, City Engineer
Steven Smart, Secretary Dorothy Ward. Janet Williams was excused.
Meeting called to order at 8:00 p.m. by ChairmanAllen.
PUBLIC HEARING ITEM: MARVIN AND B-~I.~N BURRY FOR A CONDITIONAL USE PERMIT
to place a mobile home at 202 Briscoe Road, for residential purposes.
Mrs. Burry said they had purchased the property with the intention of building
a hcme; but with the interest rates as they are, it is inl0ossible to do so
at this time. She said modular hcmes( mobile ) are comparable in value to
stick built homes and account for one-third of the hcmes sold. She said it was
a 14' x 70' mobile home and would be put on a permanent foundation.
Mrs. Burry showed pictures,to the Commission Members, of homes in the area
where they wish to place the mobile home. She also had pictures of two
mobile homes that are being used for residential purposes on Briscoe Road.
Chairman Allen asked Mrs. Burry if the Burry's planned on moving into the
mobile hc~e. She said they would either move into it or would sell it. She
said they had been unable to sell their home on Siphon Road at the present
time.
Chairman Allen read a statement from Mrs. Delores Livingston, 138 Briscoe Road,
statinq she approved of a mobile home being placed at 202 Briscoe Road.
Chairman Allen then asked for testimony of those opposed to the conditional
use permit being granted.
Wanda Hollingsworth, 969 Eldredge, owns a home that is a rental at 218 Briscoe
Road. She said she was concerned that it would open the area up for
mobile homes; she said there is an open field next to her place and she
was concerned that it might be developed into a trailer court.
Mona Coles, 247 Briscoe Road, said she to was concerned about opening the
area up for mobile homes, especially with the open fields available.
Cc~nissionMembers discussed if a mobile home vas allowed on this property
if it might be used for rental purposes. Mrs. Burry said that they
would not use it for a rental; but conn~ssionmemt~rs were concerned
if property was sold, what type of control the city would have over it.
Mike Metcalfe said that the commission had not allowed placement of mobile
homes in residential areas.
pUBLIC HEARING ITEM: Marvin & Helen Burry, continued -
Dee Stalder made motion to re~d to the City Council the conditional use
request of Marvin & Helen Burry, to place a modular hc~ne (mobile) be
denied. Pete Anderson seconded the motion. Chairman Allen asked for a
roll call vote, Stalder, yes, Anderson, yes; Robert Allen, yes; Myrna
Cain, yes; Metcalfe, yes, Chairman Allen, yes.
OTHER BUSINESS:
1. Design Review - William~Kee - an addition of 60' x 48' to existing
store at 130 Evans Lane.
Mr. McKee said the building would be for storage only and would be on the
north side of his present store.
Pete Anderson asked Mr. McKee about sc~e landscaping, there being no provisions
for it in the design review plans.
Mr. McKee said it was his understanding that when Yellowstone Highway was
redone then Evans Lane would be brought up to grade and at that time he
would black top his ~mrking area and do some planting if the city wished
him to do so. Mr. Anderson said he felt some type of planting should be
required.
The Con~nissionMembers discussed the requiren~_nts of curb cuts, landscaping
and the paving of parking lot.
Pete Anderson made motion to reconm~d th~e~City Council appro~e-/thel.deSign review
of William McKee, with conditions that~he time street brought to grade,
curb, gutter and sidewalk be put in, son~ type of permanent landscape plan
be presented to the city, and parking lot be black topped at time street
is developed. Mike Metcalfe seconded the motion; with all cc~mission
members voting in favor.
2. Design Review - Jackson's Sales sign, 4743 Yellowstone. The conmission
reviewed the sign application of Mr. Jackson to bring his sign in compliance
with the city sign ordinance.
Dee Staldermade motion to recon~end for approval the sign of Jackson's Sales,
to the City Council. Myrna Cain seconded the motion. Stalder, yes; Allen,
yes; Anderson, no; Cain, yes; Metcalfe, yes, Chairman Allen, yes.
3. Design Review - McKnights, Inc. sign, 4500 Yellowstone. The commission
reviewed the sign application of Mr. McKnight to bring his sign in compliance
with the city sign ordinance.
Mike Metcalfe made motion to recc~end for approval the sign of McKnights, Inc.
to the City Council. ~.~frna Cain seconded the motion, with all commission
members voting in favor.
Mike Metcalfe made motion to adjourn a~lder.
Voting was unanimous.
