Minutes of the regular meeting of the Land Use & Development Conm~ssion
held in the city municipal building, January 8, 1981.
Present: Acting Chairman, Dwain A. Kinghorn, Cc~ssion _Members: Pete
Anderson, Dee Stalder, Myrna Cain, Janet Williams, City Engineer, Steven
~qnart and Secretary Dorothy Ward. _Richard Allen was excused.
Meeting called to order at 8:00 p.m. by Chairman Dwain Kinghorn.
Chairman Kinghorn asked for any additions or corrections to the minutes of
December 4, 1980. There being none, Pete Anderson made motion to accept
minutes as written. Janet Williams seconded the motion. All voted in
favor.
OTHER BUSINESS:
1. DESIGN REVIEW PE~T - SCOTT A. BIRD, INDOOR - OUTDOOR DOG BOARDING
Kennel, 4404 Burley Drive.
_Mr. Bird was present and discussed with the commission the design of the
building they wished to construct. He said the building would be of concrete
pumice block, the runs would be able tobe closed off for cleaning purposes.
He said some of the outdoor runs would have a covering on the top; but that
all dogs would be put in the inside kennels at night.
Mr. Bird said the kennels would be built close to the freeway, at the
baCk of the property.
Fir. Anderson asked about the zoning. Mr. Bird has been granted a conditional
use permit for the construction of the kennel along with the zone change
to Industrial.
Chairman Kinghorn reviewed with the conr~ission the Design Review Permit, and
stated he felt it was an ideal location for a dog kennel.
The Con~aission discussed the paving of the parking lot and driveway.
Stalder stated he felt con~nission should require a hard surface parking
lot, as the ordinance calls for this and it makes for a much better
looking development.
The Commission discussed the parking spaces, Engineer Smart said three spaces
should be adequate.
Pete Anderson made motion to reconr~d to the City Council the Design Review
Permit of Scott A. Bird be accepted as proposed, with three parking spaces
to be provided and a hard surface parking lot and driveway, according to
Ordinance 9205. Dee Stalder seconded the motion, with all voting in
favor.
Pete Anderson suggested the commission have some standards on materials
presented to them at the Land Use & Development Ccmmission meetings.
He said most cities, where he had done business, require certain
standards on the material ccming before them.
Chairman Kinghorn asked Mr. Anderson to make a presentation in the February
5, 1981 meeting on standard requirements required by other cities.
Dee Stalder made motion to adjourn at 8:45 p.m., seconded by Myrna Cain,
with all cc~mission members voting in favor.
