HomeMy WebLinkAbout012 02 82LAND USE & DEVELOPMENT COMMISSION MINUTES December 2, 1982 Minutes of the regular meetinq of the Land Use and Development Commission held in the city municipal buildinq, December 2, 1982. Present- Chairman Richard Allen, Commission members' Pete Andersen, Myrna Cain, Dee STalder, Ron Nelson, Council Representative Dwain Kinqhorn, Public Works Director Steven Smart and Secretary Myrna Crapo. Meeting called to order at 8:00 p.m. by Chairman Richard Allen. Chairman Allen asked for any additions or corrections to the minutes of NoVem, ber'18, 1982. There bein~ none, Dee Stalder made a motion to accept minutes as written. Pete Andersen seconded the motion, with all members votin~ in favor. PUBLIC HEARING ITEM: HUGH HATCH, 345 W. Siphon Road, REQUEST FOR A CONDITIONAL USE PERMIT for a Doll Museum and Garage. Property is presently zoned General Residential (R-2) Chairman Allen opened the public hearinq. Hugh Hatch reviewed his request for the doll museum. The commission then asked questions. Commission member Dwain KinQhorn asked where the museum would be located on his property. Mr. Hatch explained the exterior of the building and showed the drawinas on the building. Commission member Dwain Kinghorn asked about possible sign and liqhting of these signs. Mr. Hatch stated that there would be no liqhted signs, that anyone wishing to see the museum at niaht would do so by appointment only. Commission Member Ron Nelson asked if the garage was to be used to store tools. Mr. Hatch informed the commission it would store his tools, ladders, and etc. Chairman Allen asked for any testimony in favor of the Conditional IIse Permit. A letter from Bill Gaskin~, a neiqhbor, was presented to the commission in which he stated that he had no objections to the permit. Frank Brown asked about the parking arrangements and if the present zoninq would be changed. Commission Member Dwain Kinghorn explained that the parking was to be in front of the museum and that the zoning would not be affected. He said that they had no objections. Chairman Richard Allen asked for any testimony in opposition to the Conditional Use, there being none, Chairman Allen asked the commission for there comments and recommendations. Ron Nelson made a motion to recommend to the city council that they issue a conditional use permit with a one year renewal with the parking subject to the drawing we received, also the buildinq look as the drawinQs that were turned in. PUBLIC HEARING - HUGH HATCH - DOLL MUSEUM AND ~ARAGE Myrna Cain Seconded the motion. Chairman Allen asked for a roll call vote. Stalder, Yes; Nelson, Yes; Andersen, Yes; Kinghorn, Yes; Cain, Yes; Allen, Yes; OTHER BUSINESS: REVIEW OF VARIANCE GRANTED Mr. and Mrs. Robert Kennedy to operate a Custom Drapery Shop at 5122 Hawthorne Road. Mrs. Kennedy was present and the commission discussed the variance with her. Pete Andersen made a motion to grant the renewal of the variance for Mr. and Mrs. Robert Kennedy to operate a Custom Drapery Shop at 5122 Hawthorne Road for another year. Dwain Kinqhorn seconded the motion with all commission members voting in favor. REVIEW OF VARIANCE GRANTED MARGARET OHLIN TO keep animals on her property at 4855 Joy. Margaret Ohlin had called previously informing that she would not be able to attend this meeting. The review was postponed until the next meeting of the Land Use Commission. REVIEW OF VARIANCE GRANTED TO DON NEVES, to operate a Photography Studio at 4815 Hawthorne Road, also review of variance on siqn. Don Neves was in attendence. A discussion with Mr. Neves concerninq the studio and sign followed. Dwain Kinghorn made a motion to extend for another year the variance for Don Neves to operate a Photography Studio and use his sign at 4815 Hawthorne Road. Ron Nelson seconded the motion with all members voting in favor. REVIEW OF CONDITIONAL USE PERMIT GRANTED PE~Y STEBBINS 582 Chickadee to act as a Commission Mailer and Beauty Consultant from her home. Peggy Stebbins was not in attendence at the meetinq. Dee Stalder made a motion to table the conditional use permit review of Peqqy Stebbins 582 Chickadee to act as a commission mailer and beauty consultant in her home until the next meeting, then if not present to take further action. Myrna Cain seconded the motion with all commission members votinq in favor. Commission members discussed the wordin~ of the letter that is sent to inform people of their yearly review. Commission Member Pete Andersen felt that the letter needed to state, that their presence is required at the hearing. A discussion followed. Dee Stalder made a motion to state in the letter sent for review of variances and conditional uses that their attendence is required at the meeting. Pete Andersen seconded the motion with all commission members voting in favor. OTHER BUSINESS REVIEW OF VARIANCE GRANTED MEL HARDY to operate a Manufacturing Sales Representative office from his home, 4935 Spraker. Mr. Hardy was out of town and could not attend. The review was postponed until the next meeting of the Land Use Commission. REVIEW OF VARIANCE GRANTED RICK L. SLAVEN, to place a mobile home at 147 W. Linden for residential purposes. Mr. Slaven was not in attendence. They had called the city previously informing them that they were not living in the trailort~sthe present time. A discussion of the reason for the variance for -~ mobile home folloWed by the commission. Pete made motion to deny the variance of Rick L. Slaven to place a mobile home at 147 W. Linden for residential purposes. Dwain Kinghorn seconded the motion with commission members voting in favor.
