HomeMy WebLinkAbout008 05 82LAND USE & DEVELOPMENT COMMISSION MINUTES August 5, 1982 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building, August 5, 1982. Present: Acting Chairman Dee Stalder, Commission Members: Myrna Cain, Robert Allen, Pete Anderson. Public Works Director Steven Smart and Secretary Dorothy Ward. Meeting called to order at 8:10 p.m. by Chairman Stalder. Chairman Stalder asked for any additions or corrections to the minutes of June 3, 1982. There being none, Pete Anderson made motion to accept minutes as written. OTHER BUSINESS: 1. Mac Wilson, Bannock County Land Development Board Chairman, was present to review with the Land Use & Development Commission the proposed changes in zoning of Bannock County that might be in conflict With the Chubbuck Comprehensive Plan. Mr. Wilson said the City of Chubbuck and Bannock County do not have an inter agency agreement, therefor, the city would be able to have an ex officio member on the commission; although he would not help in the planning, he would be heard. Dwain Kinghorn said that he did not agree on the ex officio member of the joint services commission. He stated the city had made every effort to cooperate with the county. Mr. Wilson then reviewed with the commission the different areas that the proposed zoning was being considered for change. The area of D & M Estates and S & N Subdivision, in the city comprehensive plan is shown as Manufacturing, the County would recommend Residential Suburban. Owners of tracts East of Hiline Road - outside Bunce Subdivision - have requested their property be Agriculture rather than Residential. Property the city has Manufacturing along Yellowstone Highway and the railroad tracks, the proposed zoning would be Manufacturing over to Whitaker Road. Mr. Wilson said the most controversial is the property on West Chubbuck Road, near the Pocatello Sewage treatment plant. He said the owners of the Manning property and Staheli property had requested Manufacturing zoning. Robert Allen said he lives in the area and they are not bothered by the sewage treatment plant, since the heat treatment plant was discontinued. He also said the prevailing winds carry the smoke away from the Simplot and FMC plants. He said the people living out there had moved there for suburban living and should not be forced into a Manufacturing zone; however people that had purchased property to develop into manufacturing should be allowed to develop their property, as long as they had the access to do so. A discussion followed on bare ground that was zoned Residential rather than Agriculture. Mr. Wilson stated the city should be aware as to how they wish the city to grow. The Commission decided before they could make any recommendation to the City Council they would need to visit the area in question. Pete Anderson made motion to adjourn at 10:00 p.m. until 8:00 p.m. August 19, 1982, in order for the Commission to view the property in question. Myrna Cain seconded the motion.
