HomeMy WebLinkAbout008 01 85LAND USE AND DEVELOPMENT COMMISSION MINUTES August 1, 1985 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building August 1, 1985. Present: Chairman Pete Anderson, Commisison Members: Steven England, Robert Allen, Myrna Cain, Sue Parrish, Janet Williams, City Attorney B. Lynn Winmill, Public Works Director Steven Smart and Secretary Dorothy Ward. Meeting called to order at 8:00 p.m. by Chairman Anderson. Chairman Anderson asked for any corrections or additions to the minutes of July 11, 1985, there being none, Janet Williams made motion to accept minutes as written. Robert Allen seconded the motion, with all commission members voting in favor. PUBLIC HEARING ITEM: 1. PROPOSAL BY DON H. KUGLER, 760 PINEWOOD, CHUBBUCK, IDAHO FOR A VARIANCE IN THE MINIMUM REQUIRED SIDE YARD BUILDING setback to build a garage. Property is presently zoned General Residential (R-2). Chairman Anderson asked for comment from Steven Smart. He stated at the time home was built,side yard would have allowed a garage. He said the subdivision was originally layed out with smaller side yards, he said he didnot think variance would be out of line. Mr. Kugler said the garage would match rest of homes in the area. Robert Allen asked Mr. Kugler if the neighbors had any objections, he replied none at all had objected to his request for a variance for a garage.. Chairman Anderson openeded the public hearing for comment, there being none, public hearing was closed. Janet Williams made motion to grant a variance to Don H. Kugler, 760 Pinewood, Chubbuck, Idaho, for a variance in the minimum required side yard building setback to build a 12' x 25' garage. Myrna Cain seconded the motion. Roll call vote; England, yes; Allen, yes; Parrish, yes; Cain, yes; Williams, yes; Anderson, yes. 2. WITH REGARD TO A PROPOSED AMENDMENT TO THE CITY'S LAND USE ORDINANCE. THE PROPOSED AMENDMENT WOULD ESTABLISH new residential land use districts, including single family residential (R-l), limited residential (R-2), general residential (R-3), and dense residnetial (R-4) ....... a) Discussed need to take look at production building and residential dwellings PUBLIC HEARING ITEM: AMENDMENTS TO LAND USE ORDINANCE - continued b) c) d) e) f) Allowing more uses, so that people do not have to come into the city for conditional use permits. Discussed Planned Unit Developments. Design of larger projects. Discussed 3 or more structures being designed by professional architect or engineer. Discussed requireing sprinkling system in the design review. Chairman Anderson opened the public hearing for comment from those present. There being none, public hearing closed. Janet Williams made motion to ammend Land Use Ordinance to require on all apartments, including structure and amenities, the stamp of a professional architect or engineer. Sue Parrish seconded the motion, with all commission members voting in favor. Janet Williams made motion any multiple family complex that conisits of more than one acre will be required to be developed as a Planned Unit Development. Myrna Cain seconded the motion, with all commission members voting in favor. Chairman Anderson said the city needs to have conditions spelled out on a Design Review, so developer knows exactly what is going to be required in making a submittal for multiple housing. Some of the things that need to be spelled out are: a) How much landscaping. b) Is sprinkler system required. c) What about garbage control. d) Lighting requirements. e) Drainage Attorney Winmill asked Chairman Anderson and Sue Parrish if they would work out the requirements for a Design Review and have them ready for the September 10, 1985 meeting,for review by the commission, so that they can be forwarded to the Mayor and City Council.
