HomeMy WebLinkAbout009 04 86LAND USE AND DEVELOPMENT COMMISSION MINUTES September 4, 1986 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building, September 4, 1986. Present: Chairman Pete Anderson, Commission members Evan Byington, Sue Parrish,, Ted Corrington, Dee Stalder, Boyd Fullmer, Public Works Director Steven Smart, City Attorney Lynn Winmill and Secretary Dorothy Ward. Meeting called to order at 7:30 p.m. by Chairman Anderson. Chairman Anderson asked for any additions or corrections to the minutes of August 7, 1986, there being none, Sue Parrish made motion to accept minutes as mailed out. Boyd Fullmer seconded the motion, with all members voting in favor. Chairman Anderson asked for any additions or corrections to the special meeting held August 12, 1986, there being none, Sue Parrish made motion to accept minu~s as mailed out. Ted Corrington seconded the motion with all members voting in favor. PUBLIC HEARING: 1. Proposal by Carl c. Packer for a conditional use permit to place a double wide mobile home on a piece of property located at 130 Ward Drive, Chubbuck, Idaho. Property is presently zoned General Commercial (C-2). Public testimony taken on August 7, 1986. Item tabled, at that time, as Mr. Packer not present to answer questions of the Commission. Boyd Fullmer made motion to bring item off the table, Evan Byington seconded the motion, with all commission members voting in favor. Commission members discussed Valenty Road as projected in the comprehensive plan. Steven Smart said proposed extension of Valenty Road creates situation of widening right-of-way because it is shown in comprehensive plan. He said city can't require dedication of right-of-way but can require proper set backs so at future time right-of-way can be required. Mr. Packer, 130 Ward Drive, said he would like to place mobile home facing Valenty Road; after discussion, Mr. Packer said he would accept setting mobile home back for the right-of-way, which would be east of the right-of- way. Evan Byington made motion to grant a conditional use permit to Carl C. Packer, 130 Ward Drive, to place a double wide mobile home on his property, with condition it not ~ located on proposed right-of-way or any required set back area and PUBLIC HEARING ITEM: Carl C. Packer conditional use permit and that it adheres to requirements of the ordinances. Dee Stalder seconded the motion. Roll call vote: Fullmer, yes; Stalder , yes; Byington, yes; Parrish, yes; Corrington, yes; Anderson, yes. Commission members spent the remainder of meeting discussing the Landscape Ordinance.
