HomeMy WebLinkAbout003 06 86LAND USE AND DEVELOPMENT COMMISSION MINUTES March 6, 1986 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building, March 6, 1986. Present: Chairman Pete Anderson, Commission Members: Mayor John O.Cotant, Jr., Sue Parrish, Myrna Cain, Bob Anderson, Ted Corrington, Dee Stalder, Attorney B. Lynn Winmill, Public Works Director Steven Smart and Dorothy Ward, Secretary. Members Evan Byington and Robert Allen were excused. Meeting called to order at 7:30 p.m. by Chairman Anderson. Chairman Anderson asked for any additions or corrections to the minutes of February 6, 1986. There being none, Sue Parrish made motion to accept minutes as written. Mayor Cotant seconded the motion, with all members voting in favor. PUBLIC HEARING ITEM: 1. A PROPOSED AMENDMENT TO THE COMPREHENSIVE PLAN OF THE CITY OF Chubbuck, Idaho to provide that areas designated inthe "future land use map" as areas of commercial and industrial use may be appropriate for high density residential development where an appropriate spectrum of uses and the orderly development of the City can be maintained and preserved. Chairman Anderson opened public hearing; there being no comment public hearing was closed. Chairman Anderson asked for comment from commission. Sue Parrish said the motion in February had designated and R-2 zone and amendment had been written up as general residential. Attorney Winmill explained in the comprehensive plan definition of general residential is designated with four catagories, the Land Use Ordinance spells out the definition of each zone. He said general residential is used in a broad sense in the comprehensive plan. The Commission discussed the general residential term as used in the amendment. It was determined general residential as used in the comprehensive plan is a general term. Mayor Cotant made the motion to recommend to the City Council for their approval the amendment to the comprehensive plan. Dee Stalder seconded the motion. Roll call vote: Stalder, yes; Cotant, yes; Parrish, yes; B. Anderson,yes; Corrington, yes; Cain, yes; Anderson, yes. o PROPOSED AMENDMENT TO THE CITY'S LAND USE ORDINANCE. a. Modify Schedule of General Controls b. Establish additional residential land use district. c. Impose density restrictions for duplexes, three-plexes, four-plexes and ~par~ments. d. Establish an overlay district. AMENDMENT TO THE CITY'S LAND USE ORDINANCE - continued Chairman Anderson opened the public hearing; there being no comment public hearing closed. Chairman Anderson asked for comment from commission. After some discussion, Sue Parrish made motion to recommend to the City Council, for their approval,the amendments to Ordinance # 241. Ted Corrington seconded the motion. Roll call vote: Cain, yes; Corrington, yes; Parrish, yes; B. Anderson, yes; Cotant, yes; Stalder, yes; Anderson, yes. OTHER BUSINESS: 1. Chairman Anderson said review of Peggy Stebbins conditional use permit needed to be resolved. Mayor Cotant made motion to reconsider the conditional use permit of Peggy Stebbins, 582 Chickadee, for a Beauty Consultant. Myrna Cain seconded the motion, with all commission members voting in favor. Commission members reviewed the conditional use permit of Peggy Stebbins. Mrs. Stebbins had been mailed two requests, one a certified letter, to appear for review, a condition of her conditional use permit, and had not responded. Dee Stalder made motion to revoke the conditional use permit of Peggy Stebbins for a Beauty Consultant. Sue Parrish seconded the motion. Ail voted in favor. 2. LANDSCAPING ORDINANCE. Commission members discussed the following: a. Green area b. Water on site c. Boise and Pocatello Landscape Ordinance. d. Type of trees Commission members asked Attorney Winmill to draw up an ordinance they might look at in March, incorporating the ideas that had been discussed.
