LAND USE AND DEVELOPMENT MINUTES
November 3, 1988
Minutes of the regular meeting of the Land Use and Development
Commission held in the city municipal building November
3, 1988
Present: Commission Members: Myrna Cain, Pete Anderson,
David Landon, Kerry Ellis, Richard Pearson, Public Works
Director Steve Smart, Project Engineer Gerd Dixon and Secretary
Myrna Crapo.
Meeting Called to order by Acting Chairman Pete Anderson
at 7:35 pm.
Acting Chairman Pete Anderson asked for any additions or
corrections to the September 1, 1988 minutes. There being
none Myrna Cain moved to approve the minutes as read. Richard
Pearson seconded the motion, with all commission members
voting in favor.
GENERAL BUSINESS:
1. A REPORT ON NABAMPO (Northern Bannock Metropolitan Planning
Organization). Which covers all transportation planning
within the urbanized area.
He explained the organization, funding and projects scheduled
for the next 6 years.
2. A REPORT ON THE IDAHO PLANNERS ASSOCIATION WORKSHOP:
Gerd Dixon reported on the first day workshop "Site
Plan Review Workshop"
The items covered in that workshop were:
1. Parking lots
2. drainage and grading
3. future compatibility
4. screening & buffers (using natural buffers)
5. Landscaping compatible with environment
Pete Anderson also tending this workshop and said the one
thing he got from this workshop was as volunteers for the
city we have a responsibility to the city to project the
type of image we want to portray.
On the second day they had classes on:
1. Block grants. The city needs someone on staff who
can keep an eye on the cycle of grants. There are a lot
of grants out there.
2. zoning clinic and the problems facing the land use
n commission. One of the problems was a business in residential
areas, one city had a ordinance on commercial vehicles in
a residential zone.
3. Kerry Ellis told the commission about the class
on civil rights. Civil rights violations by commission
members often lead to litigation.
4. Conflict of interest and open meeting laws.

Pete Anderson recommended to the city countil that they
look at the possibility of making available funding to the
Land Use Commission to attend this workshop in Boise. It
was a very profitable workshop.
The Idaho Planning Association offers a program entitled
"A short course for planning and zoning commission members"
which would good for the Land Use Membes to attend.
The meeting adjourned at 8:45 pm
