HomeMy WebLinkAbout007 06 89LAND USE AND DEVELOPMENT MINUTES July 6, 1989 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building July 6, 1989. Present: Chairwoman Sue Parrish, Commission Members: Pete Anderson, Bob Andersen, Myrna Cain, Kent Kearns; Project Engineer, Gerd Dixon, Attorney Tom Holmes, Secretary Myrna Crapo Meeting called to order by chair Sue Parrish at 7:55 pm. Chairwoman Sue Parrish asked for approval of the minutes of May 4th Meeting. Pete Andersen moved that the minutes of May 4th be approved as mailed. Kent Kearns seconded the motion. All commission members voted in favor. GENERAL BUSINESS: 1. REVIEW OF PROPOSED CHANGES IN CONDITIONAL USE PERMITS in providing for the assignability of said permit. The commission discussed the: 1. Reviewing of conditional use permits 2. Catagoring the permits 3. Keeping an index 4. City staff advising people when they come in for a conditional use permit that to apply the approval will be just for them and not for anyone else who might buy their property later on. Putting a note on the application to remind the Commission that they need to consider whether or not the conditional use should be assignable. Pete Andersen moved that we recommend to the city council adopting the ordinance as corrected with the deleting of the charge of non-transferrable. Leave the part of the ordinance as is and take out wherever it says city council approval. Make these other changes but still keep the condition use as non- assignable. Kent Kearns seconded the motion. Ail commission members voted in favor. 2. A DISCUSSION ON SCREENING OF COMMERCIAL PRODUCTS STORED OUTDOORS, screening of outdoor storage in industrial areas and phase in period; with recommendations for an odrinance. The commission discussed the: 1. Differences between storage yard and sales yard 2. Using incentives to bring them into compliance 3. Beginning with new businesses as they come into the city 4. Deleting paragraph #3 5. Dealing with problems through the present ordinance 6. Definition of sales yard with size & storage yard 7. Limit size of sales area 8. Rotating stock on a frequent basis- sales yard Someone there at the business to make sales and inviting customers in on a regular basis 9. All storage yards being screened that are adjacent to R-1 or R-2 10. All sales yard being screened on everything Other than street frontage by residential neighborhoods.
