HomeMy WebLinkAbout011 07 91LAND USE AND DEVELOPMENT COMMISSION November 7, 1991 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building November 7, 1991. Present: Chairman Kent Kearns, Commission Members: Richard Pearson, Betty Pools, Myrna Cain, Rubon Robello,Pete Anderson; Attorney Tom Holmes, Public Works Director, Steve Smart, and Secretary Myrna Crapo. Chairman Kent Kearns called the meeting to order at 8-00 p.m. Chairman Kearns asked for approval of the minutes of October 3, 1991. After a discussion of the minutes Myrna Cain moved to approve the minutes with Betty Pools seconding the motion. All voted in favor. Chairman Kearns asked if any of the commission members had a conflict of interest concerning item 1 on the agenda. There was none. 1. AN APPLICATION BY STAN LEBSACK, 4692 BURLEY DRIVE, OR A CHANGE OF USE DISTRICT TO I, (INDUSTRIAL). PROPERTY IS PRESENTLY zone R-2 (Limited Residential). Chairman Kearns opened the public hearing and asked if Start Lebsack was present. He was not. Pete Anderson moved to table this motion until next land use meeting and write a letter to Mr. Lebsack to let him know when the Land Use meets. He (Pete) could not make a valid decision without answers to some questions he had for the applicant. Myrna Cain seconded the motion. A discussion followed on allowing those present to testify. Roll call vote Myrna Cain, yes; Betty Pools, yes; Rubon Robello, yes; Kent Kearns, yes; Pete Anderson, yes; Richard Pearson, no. Chairman Kearns invited those present to return to the next land use meeting. A PROPOSAL BY THE CITY OF CHUBBUCK TO AMEND THE CHUBBUCK LAND USE ORDINANCE MUNICIPAL CODE SECTION 18.12.040(F) TO THE VISION TRIANGLE RESTRICTIONS on a driveway by a street right- of-way. Chairman Kearns opened the public hearing and asked for public comment, there being none the hearing was closed. After a discussion by commission members. Pete Anderson moved to recommend passage of this ordinance by the city council. Myrna Cain seconded the motion. A PROPOSAL BY THE CITY OF CHUBBUCK TO AMEND THE CHUBBUCK LAND USE ORDINANCE MUNICIPAL CODE SECTION 18.14.040 PROVIDING FOR NEW COMMERCIAL USES OF PROPERTY to comply with existing ordinances regarding curb, gutter, sidewalk, streets, and landscaping. Chairman Kent Kearns opened the public hearing, there being no one present for public comment, the hearing was closed. Richard Pearson moved to recommend to the city council that we amend the chubbuck ordinance section 18.14.040 providing for new commercial uses of property to comply with existing ordinances regarding curb, gutter, sidewalk, streets, and landscaping. Myrna Cain seconded. Roll call vote: Myrna Cain, yes; Betty Poole, yes; Rubon Robello, yes; Pete Anderson, yes: Richard Pearson, yes: The commission discussed: 1. Curb, Gutter and sidewalks in residential areas 2. Mobile Homes 3. Pork barrel project 4. North Bannock Planning Organization 5.
