HomeMy WebLinkAbout001 07 93LAND USE AND DEVELOPMENT COHMISSION January 7, 1993 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building January 1993. Present: Chairman Kent Kearns, Commission Members: Mary Harker, T. Kent Hill, Pete Anderson, Myrna Cain, Richard Pearson, Gayie Anderson; Council Representative Dean Wood, Attorney Tom Holmes, Public Works Director, Steve Smart, Project Engineer Gerd Dixon and Secretary Myrna Crapo. Council members in attendance were LeRoy ~uick, England, and Mayor John O. Cotant. Steven Chairman Kent Kearns called the meeting to order at 8:00 PM. Chairman Kearns asked for approval of the December 3, 1992 minutes. Pete Anderson moved to approve the minutes of December 3 with Myrna Cain seconding. Ail commission members voted in favor. Chairman Kearns asked if any member of' the commission had a conflict of interest. There was none. PUBLIC HEARING A PROPOSAL BY THE CITY DP' CHUBBUCK TO AMEND CHAPTER i8.i2.030 (A) TO BAN RAILROAD CARS, trucks, trailers, vans, and other similar structures from being used as accessory structures for storage or otherwise; Chairman Kearns opened the public hearing and asked for public comment. There being none he closed the public testimony and put it before the commission. Pete Anderson moved to recommend to the city council that they adopt this ordinance, Mary Harker seconded. Roll call vote: Myrna Cain, yes; Richard Pearson, yes; T. Kent Hill, yes; Kent Kearns, yes; Pete Anderson, yes; Mary Harker, yes; Gayie Anderson, yes. GENERAL BUSINESS: i. Discussion from David Wessei of Bannock Planning Organization on the comprehensive plan goals and objectives. Mr. Wessei reviewed the vision for the future and talked about public involvement. If the public is involved then they will have more confidence in the plan. 2 Land Use and Development Commission Page 2 January 7, 1993 The Land Use and Council discussed the type of public participation, how many people you reach and the level of feed back we would receive: Surveys Targeted interviews Public meeting/listening posts Radio call in shows information campaigns Newspapers/editorial campaign Workshops-educational Lectures and Questions and Answers with civic organization Advisory committees and task forces WORK PROGRAM DECISION MAKING ORGANIZATIONAL STRUCTURE I i! Town meetings with booths 2. Smaller neighborhood groups by issues 3. Advisory commission identifying the issues 4. Using the fire station for our town meetings 5. Three days for the town meeting The work session needs to be combined with the Land Use Commission, Council and Advisory committee.
