Minutes of the regular meeting of the Land Use and Development
Commission held in the city municipal building.
Present: Chairman, Kent Kearns, Commission Members, Dusty Whited,
Pete Anderson, Mary Harker, Richard Pearson, Council
Representative Steve England, Project Engineer Gerd Dixon,
Secretary Myrna Crapo.
Chairman Kent Kearns called the meeting to order at 8:10 PM.
Chairman Kearns asked for approval of the minutes of Dec 8th.
Mary Harker moved to approve the minutes as presented with Richard
Pearson seconding the motion. All voted in favor.
GE~ ERAL BUSINESS:
1. Approval of-the Finding of Fact for Chad Baum. Richard Pearson
moved to approve the Finding of Fact for Chad Baum with Steven
England seconding. All voted in favor.
2. Approval of the Finding of Fact for Nicholas Crookston.
Chairman Kearns told the commission that #8 should state that
owners of adjacent property neither approved or disapproval the
application. Mary Harker moved to accept this with Richard Pearson
seconded. All voted in favor.
3. Approval of the Finding of Fact for Art Paz. Chairman Kearns
asked for a correction on #9 owners of adjacent ~roperties have
not expressed approval; or disapproval; the wording should be
changed to read Owners of adjacent pr9perties have expressed
disapproval of the ~roposed change in land use district. Richard
Pearson moved to approve the finding of fact as amended with Mary
Harker seconded. All voted in favor.
4. Presentation by David Weasel, Planning and Project Manager, on
the 1995 Comprehensive Plan Version 3.
We need to feel comfortable with this comprehensive plan as the
Commission will be the front line.
David Weasel showed on the overhead projector the maps previously
mailed out and then discussed them with the commission:
1. Chubbuck 20 year growth boundary maps have two purposes. 1.
protection of agriculture land, 2. try to start getting infil
within tile city and make better use of utility infrastructure.
The commission, discussed expanding the area to include the Manning
Subdivision.

2. Functional Class Road System map is based on a 1/4 mile grid
system using the existing mile roads with Yellowstone and Hiline
serving as the principal arterial. Minor arterial are put at a
half mile and collectors at a quarter mile. The roads need to get
people to the arterial faster.
3. Communities and neighborhood map. A community would be bordered
by the arterial. There center is based on the minor arterial.
Showing a concentration of neighborhood commercial mixed with
housing. Each neighborhood having 640 acres. Yellowstone
Chubbuck and Yellowstone & Siphon being community centers.
There are isolated neighborhoods along Whitaker Road.
A two acres park within the neighborhoods. Collector streets are
curved or wrapped around parks to control speed through the
neighborhoods. The neighborhood center having minor commercial
activities, home occupation, etc. Example professional offices.
Neighborhood commercial, convenience stores, dry cleaners, etc.
located at the community center. There would be 720 dwelling in
the 160 acres, making about 2,000 people. Roughly 8,000 people
within the square mile area. The lot size would be 10,000 sq. foot.
4. Parks, paths & School map: Mini parks for each neighborhood.
Canals would work as paths. Interconnections between paths would
be on road surface.
There is projected two new elementary schools, a jr. high and a
high school by 2015.
The Siphon corridor makes a lot of sense for a freeway because we
have an. 80' corridor without moving buildings. There are isolated
neighborhoods along Whitaker because of the railroad and Hiline
canal.
Another general commercial maybe needed on Hawthorne and Siphon:
The land on the back side of the Mall was discussed. It could
focus on high density housing, and neighborhood commercial with a
residential mix.
Roads, neighborhood communities and paths and parks were discussed.
Road infrastructure defines the area outline of communities and
neighborhoods. Canal paths are closed to neighborhood center.
Where collector streets meet the outer arterial streets there would
be a transit bus stops.

The commission discussed looking at 2 1/2 mile in the growth
boundary; or drawing a growth boundary at Tyhee. We could designate
Tyhee north as a village areas. The commission discussed
considering 2 1/2 mile in the 20 year growth boundary because of
the density of the area. In the 20 year growth projection showing
Tyhee as the boundary and include 2 1/2 mile in a 25 year growth
boundary.
Issue: The city has a mile of line to maintain on water and sewer
and over 20 years we will fill in the gap. As a planning
commission it is our job to present the ideal. As we serve at the
request of the city council we need to give them something that is
workable for them.
Our road patterns could show 2 1/2 mile straight across for a minor
arterial.
The commission then discussed communities: The city trying to
create spaces and place where people can meet each other. Whether
social interaction is a good point, if so we need to provide
opportunities for people by putting parks at the center of
neighborhood. We need to work with the schools to use their area
as neighborhood parks, and have a cooperative effort on the park
land. School to maintain, them in the winter and the city in
summer? The City needs a study done on parks and there usage
according to there size. We may need to think of parks different
from. school ground. The city needs to talk to the school district
to get their feelings.
David Wessell will do some calling to different places for
information on parks, working with the canal companies~ etc.
The commission discussed land use needs in the city. We don't have
a need for additional industrial zoning. They also discussed
whether we should allow heavy home occupation (where employees from
outside 'the home would come in and work) in neighborhoods. The
location of the home can make a difference in that decision, is it
by a major road? The types that we might consider would be a day
care center or a two or three chair beauty parlor; but not someone
who manufactures a trailer, etc. The commission discussed if we
could have them at neighborhood centers.
The commission talked about small town sensitivity and the need to
take-the word small town out of this draft, and maybe use home town
in place of it.

David Wessel needed to locate water and sewer lines and a cemetery
on his maps.
We might go to plan B and take the general commercial area at
Siphon and Philbin and move it over' to Siphon and Yellowstone.
There is a chance that the city could get a low interest loan to
build a city hall building. It is possible to get such a loan from
Farmers Home.
February Planning schedule with Land Use and City Council:
February 2nd, 1st Thursday - Education on urbanism with probably a
video tape
February 9th, 2nd Thursday - A work session for Land Use, City
Council & Advisory Committee members.
February 16th, 3rd Thursday - Public hearing with Land Use Board
February 28th, 4th Tuesday - Public Hearing with the City Council.
Chairman Kearns discussed the Idaho Subdivision and Local Planning
Act Workshop that was being held on January 28th in Idaho Falls.
The city would pay for the registration fees of anyone who could
attend. Please contact Myrna at the city office by January 13th if
you plan on attending.
