Present: Chairman Kent Kearns, Commission members: Pete Anderson, Myrna Cain, b~ary Harker, Richard Pearson, Steve Shouse, Dusty Whited, Gayle Anderson, Attorney Tom Holmes, Project Director Gerd Dixon, and Secretary ~[yrna Crapo. Chairman Kent Kearns called the meeting to order at 8:00 PSf. Chairman Kearns asked for approval of the minutes of February 9th and February 2nd. Chai'rman Kearns asked for a correction on the February 9th minutes to read February 9th instead of 10th and add Dusty Whited and delete Steve Shouse name from those in attendance. Pete Anderson moved to approve the minutes as corrected with Richard Pearson seconding. All voted in favor. Chairman Kearns asked if any members had a conflict of interest. There was none. PUBLIC HEARING: .AN APPLICATION BY W. DEAN WORLEY, 4820 B'UFFALO ROAD, CHUBBUCK, IDAHO 83202 FOR A REVIEW' OF A PRELIMINARY PLAT' FOR THE W-ORLEY HEIGHT SUBDIVISION, a subdivision located on 600 block of East Chubbuck Road (just east of Buffalo Road). Property is presently zoned single family residential (R-i,I. ' " Mr. W. Dean Worley was invited to address the commission concerning his application. He declined. Chairman Kearns asked for any testimony for or against the plat. There was none. ~ ' The testimony portion of the public hearing was closed and then turned over to the commission for their discussion. Chairman Kearns informed the commission that 'they- could require curb, gutter and sidewalk to be installed now; or make provisions for them to install it at a later time when requested by the council. Gerd Dixon informed the commission that businesses along Chubbuck Road such as Kimberly Nursery, Geraldines, etc have been required to put in curb, gutter, and sidewalk. Gerd explained that around Valentines da}~ we noz'mall? have a thaw which me]ts the water and creates a run off down East Chubbuck Road; with a curb and gutter it would help to control this problem. I~and Use and Development Commission Page 2 February 16, 1995 Pete Anderson moved that x,Te recommend to the city council approval of the preliminary plat for the Worley Heights Subdivision with their complying with all city requirements and regulations regarding a subdivision development including curb, gut'ter and side~;alk. >~yrna Cain seconded. The City of Chubbuck 1995 Comprehensive Plan version 5. Chairman Kearns had a fe~~ format changes that needed to be made. David Wessel presented the plan and advised the commission that basi. cally this is 100% complete. Changes that would need to be made, if any, would be minor. The commission then discussed Page 11 and whether you would ~ant a annual or biannual review on major home occupations. Do we wait until it become a problem or do ~e check on it before that happens. All of our conditional use permits use to be on annual review. We could put a review- period on the conditions as part of the home occupancy. Si~ce we are going to expand home occupations we need to have the Land D~se Commission go out and 'take a look at it at review time. We need to insert ~ home occupation into this area. Page 12--objective 6 and strateg~~ '7 referring to a indoor recreation complex was discussed and it was decided to leave it in the plan. Page 20--No. 7. Make use of between 10% and 20% of Chubbuck Development Authority funds to assist w-ith the development of low and moderate income housin?h_ If it is used for infrastructure that it is alright; but not beyond the basic infrastructure. Page 22--Note 12. David Wessel asked that the note and map on the sewer be passed pending approval by public ~-orks. Page 28 - 'T. C. L~. is transportation, communication and utilities. F.I.R.E. is finance, insurance, real estate. Page 24 - No. $. under strategies. This could be used for doing landscaping project, local scholarship fund where area businesses pooled funds and resources to put something back into the city. It ~cas decided to leave it in. The commission questioned if it was clear. We are not talking about another Chamber of Commerce. The comprehensive plan might want to give a couple of examples. David Wessel will introduce some language that explains better the policy of extending services. Boundaries: The vacant land could hold a lot of gro~th. The maps have included part of Pocatello boundary. David ~4essel needs to include the property between Siphon and Tyhee from Philbin to Hawthorne in the 20 year phase.
