Advisory Committee Leonard and Linda Wickhorst, and Harold Scalf. David Wessell lead a discussion on the Comprehensive Plan. Melvin. Jackson challenged having the same man doing plans both for Pocatello and for Chubbuck. Chairman Kearns explained to Mr. Jackson the process we had been going through on the Comprehensive Plan. Bannock Planning organization is represented by MI'. Wessell. A discussion was had on the previous steps we had gone thorough for the comprehensive plan. David 'Wessell explained the topics for the rest of the meeting. It would be divided up into the following segments: community design, 'transportation, land use, recreation and school combined. If we had time--allowing housing and government services. The format was to go as follows: a brief introduction to the concepts, David asking some of the central questions, and then wrapping it up with a discussion on how we may implement some of these strategies specifically. Yellowstone corridor - What should Yello%'stone look like? At the town meeting the general consensus was for 1st suburban look, then 2nd urban, then 3rd strip. Suburban look - landscaping, shaded parking lots where your greatly increasing the amount of green space, control on sign and buildings set back from front of 'the street. Urban feel - wide open, moving the building up to the street with a thin green strip, limiting the number of drive ways with parking in the rear. Building won't be more than two stories. We discussed combining urban and suburban. At key intersections such as Siphon and Yellowstone where there are primary markets we maybe able to get a higher density; and in the intervening mile look at something urban. David ~¢essel then opened up the meeting for discussion. The Siphon intersection would probable be another retail complex. If the city- can't bu.v ground there that would rule out the government complex at 'that location. The City needs controls to help direct the way we %~-ant it to look. biost people liked the suburban design. The group had a discussion on what we want to have and decided that strip zoning was out. Chubbuck 'wants a political identity separate from Pocatello. Is there a place for an urban type commercial building. Chubbuck intersection could be an urban setting; 20 to 50 years is a reasonable time for something like that to come about. The group discussed what the center of town should be. Land Use and Development Commission Page 2 February 9, 1995 Is an urban setting what we want to see for the area from Ward to Linden about half way back towards the railroad tracks and distance to the back of the circle Inn trailer park. The Pine Ridge Mall landscaping is a fairly small percentage of that development. The group then discussed: 1. Smaller developments along Yellowstone - how far are we willing to take Suburban area. 2. Putting the sidewalks behind the green area to keep snow off the sidewalks. 3. The need for pathways to give the pedestrians a way to go from one place to another. 4. 15 feet minimum of green strip. 5. Being flexible and having the square foot based on frontage. Community and Neighborhood concept. We would have four neighborhoods in the center; at the center and outskirts there would be a transit stops. These would tie in with bike paths and lanes. If we had a defined edge and a defined center would that help provide the small town feel people ask fox'. Each mile grid would have the feel of a small town. We could go with suburban all the way even in the home areas. We could also offer 'the developer an alternative. Urban standards for every one, with out a choice. It would have neighborhood related services with professional offices being well done. This gives some kind of community center, eliminate some of the trips; and control some of the traffic on Yellowstone. What makes a small town: trees and green, fewer cars, safety and security (know neighbors) (neighborhood involvement) and government and the services that they give. It allows walking and limits the drive time. This will preserve the small town. Neighborhood. k'e discussed if Professional offices in them is intrusive. Would that be an acceptable development. Gas stations, etc. could be in buffer areas. The idea is to allow a greater mLY of housing. Purchased town houses are more desirable than apartments for rent mixed in with residential homes. The road system is what makes these work. David Wessel asked if a grid system at this scale was in keeping with the idea of Chubbuck's future? Transportation. The following was presented by David Wessel. Are transit systems and pedestrian walks ways worth the investment. The canals are a question. Improving them doesn't need to be determined now. Would narrower streets be better? Narrower streets control traffic and feel of neighborhood . It is possible to have a narrower street. Schools: Parks can be replaced by school areas.
