Present: Chairman Kent Kearns, Commission Members: Mary Harker, Dusty Whil;ed, Richard Pearson; Council Representative, LeRoy Quick; Attorney: Tom Holmes; City Staff: Gerd Dixon, and Larry Kohntopp; Secretary Myrna Crapo. ' The meeting was called to order by Chairman Kent Kearns at 8:00 p.m. Chairman Kearns asked that Pete Anderson name be added to those in attendance to minutes of March 7. Mary Harker moved to approve the minutes as typed with the exception of the addition of Peter Anderson's name to the roster of those present. Dusty Whited seconded. All voted in favor. Chairman Kearns asked if any members had a conflict of interest. There were Ilone, PUBLIC HEARING: 1. An application by Arave Construction, Inc. 1395 N. W. Main, Blackfoot, Idaho for a change in Land Use District for Diamond Court Subdivision: Lots 1, 2, and 3 of block 4 to be zoned General Commercial (C-2) and Lots 1 through 13 of Block 2 to be zoned Dense Residential (R-4) all upon requested annexation. Property is located on the east side of Yellowstone Avenue between 5160 and 5328 Yellowstone. Property is presently zoned Agricultural (A). Chairman Kearns opened public testimony in support of the application, there was none. Chairman Kearns then opened public testimony in opposition to Mr. Arave's request, there was none. It was then opened to the commission for discussion and a motion. Chairman Kearns reviewed the preliminary plat and the problem with the previous advertisement. The commission discussed the proposed commercial buildings that may be built there. Richard Pearson moved to recommend to the City Council that we grant the application by Arave Construction. 1395 N. W. Main, Blackfoot for a change in the Land Use District for Diamond Court Subdivison for lots 1, 2, and 3 of Block 4 to be zoned General Commercial (C-2), and lots 1 through 13 of Block 2 to be zoned Dense Residential (R-4) all upon requested annexation. Mary Harker seconded. Richard Pearson, yes; Dusty Whited, yes; Kent Kearns, yes; Mary Harker, yes and LeRoy Quick, yes. Page 2 .April 4, 1996 2. An application by Con Jensen, 8294 W. Buckskin, Pocatello, Idaho, for a change of Land Use district from Residential (R-2) to Industrial {I). Property is located in the 400 block on Burley Drive between 4562 and 4684 Burley Drive, Chubbuck, Idaho. Chairman Kearns asked Mr. Jensen if he had any comments, he had none. The commission discussed if this was in compliance with our comprehensive plan. Mr. Jensen intends to build a self-storage on the site. Chairman Kearns asked for any public testimony in opposition to the proposal, there was none. Chairman Kearns then asked for public testimony in support of the land use change, there was none. It was brought back to the commission for discussion and a possible motion. The commission then discussed: 1. Comprehensive plan designation 2. Location of the property. 3. A recommendation to the city council for a zoning change Richard Pearson moved that we recommend to the city countil to grant the application by Con Jensen, 8294 W. Buckskin, Pocatello, Idaho, for a change in Land use district from Residential (R-2) to Industrial (I). Dusty Whited seconded the motion. Roll Call Vote: Richard Pearson, yes; Dusty Whited, yes; Kent Kearns, yes; Mary Harker, yes and LeRoy Quick, yes. GENERAL BUSINESS: 1. Council recommendation for Pocatello/Chubbuck Metropolitan Area long range transportation plan and impact area. Morrie Byington (Bannock Planning Organization) presented the plan to the commission . The plan looks at 20 year long range planning. The City needs to approve it to make it effective. This document will be updated every three years. The purpose of the document is to provide mobility for the area. htr. Byington discussed: 1. Management systems. 2. Future road building projects. 3. Bicycle Paths 4. Pedestrians paths. Mary Harker moved to recommend to the City Council adopttion by reference in our comprehensive plan the Pocatello/Chubbuck Metropolitan Area Long Range Transportation plan as presented. Dusty W'hited seconded. All voted in favor. Land Use and Development Commission Page 3 April 4, 1996 2. Approval of Findings of Fact, Conclusions of Law for American Heritage, Inc. Richard Pearson moved to approve the Findings of Fact, Conclusions of Law for American Heritage, Inc. with Dusty Whited seconding. All voted in favor. Chairman Kearns asked the commission for recommendations for an additional member for the commission. Susan Sparrow was recommended.
