HomeMy WebLinkAbout007 02 98LAND USE AND DEVELOPMENT COMMISSION July 2, 1998 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building July 2, 1998. Present: Chairman Kent Kearns; Commission Members: Pete Anderson, Myrna Cain, Mary Harker, Gale Anderson; Council Representative Dean Wood; Attorney Tom Holmes; City Staff: Larry Kohntopp, and Secretary Myrna Crapo. Chairman Kearns asked for approval of the June 4, 1998 minutes. Mary Harker moved to accept the minutes of June 4, 1998 with the following correction that on page 2 under Charlie Frasure motion that the following be added "Kent Kearns abstained from voting". Myrna Cain seconded the motion. All voted in favor. Chairman Kearns asked if any commission member had a conflict of interest. Attorney Tom Holmes stated he represents Steve Vigliaturo and Gary Chisum on other matters but not anything relating to this matter. PUBLIC HEARING: 1. An application by Steve Vigliaturo and Gary Chisum, 1135 Yellowstone, Suite D, Pocatello, Idaho for a preliminary plat for The Meadows Subdivision. A Subdivision located at 4280 Whitaker Road. Rodney Birch, 252 N. 5th Suite G, explained the past history. There are nine lots and they are in compliance with the City of Chubbuck ordinances. The streets are designed with the Ribbon Curb drainage swell. Lots 1, 2, 3, 4, are smaller that an R-1 would allow. Chairman Kearns opened the meeting for public testimony in opposition or support of the application. Wayne Hale, 4825 Whitaker Road asked what a Ribbon Curb is. They are in favor of single family homes; but are concerned with the density of the lots, and access for emergency vehicles. They would like catch ditches for the run off water. Ross Minson, 4840 Whitaker Road, is concerned about the waste water ditch that comes from the Church. He is concerned with the waste water. He asked if any fencing would be put up. The commission discussed: 1. Waste water and where it will go 2. Irrigation water 3. The size of the park 4. The price of the homes being built upon the lots Elaine Hale, 4825 Whitaker Road, was concerned with the width of the street, and the type of homes being built there. She is concerned with access to other lands. Cherl Gertsch, 4846 Whitaker Road, they are concerned with the water, the smaller dwellings at the fi'ont. Rodney Birch, there were a lot of questions and a lot of concerns expressed tonight. This is a preliminary plat. They will address the questions, in the final plat. Land Use And Development Commission July 3, 1998 Page 2 Chairman Kearns closed the public hearing and brought it back to the commission for discussion and a motion. The commission discussed: 1. The piped water 2. The lay of the land Mary Harker moved that the subdivision located at 4280 Whitaker road called the Meadows Subdivision be recommended to the City Council for approval with specific stipulations that water rights, ditches and particular water problems be addressed; that the stub and park situation be looked at and addressed for future development of properties next and behind to the west of the subdivision. Gayle Anderson seconded the motion. Roll call vote: Myrna Cain, yes; Pete Anderson, no; Kent Kearns, yes; Mary Harker, yes; Gayle Anderson, yes. GENERAL BUSINESS: 1. A discussion on a proposed ordinance by the City of Chubbuck to change the required parking for Elementary and Junior High Schools. Larry Kohntopp discussed the changed that we had suggested. 1. Shared parking between school and other business, etc. Getting the school district to allow shared parking. 2. Using a conditional use application for shared parking. 3. A maximum percentage with shared parking, up to 30% or 40%. 2. A discussion on a proposed ordinance for Infill Development The commission reviewed the proposed changes. Page 1 using 60% and 15% The commission recommend to the Council that we enforce city ordinances on 2-B Trailer Sales at 4612 Yellowstone and Steve Camolattaro at 435 E. Chubbuck Road. The Commission requested that the following be placed on next months agenda. 1. A discussion of C-1 designation in schedule of land uses. 2. A discussion on change of the comprehensive plan to change the interstate to Tyhee Road instead of Siphon Road.
