Present: Chairman Kent Keams; Commission Members; Gayle Anderson, Mary Harker, Pete Anderson; Council Representative Steven England; Attorney Tom Holmes; City Staff: Gerd Dixon, Larry Kohntopp, and Steve Smart; Secretary Myrna Crapo. Chairman Keams asked if any of the commission members had a conflict of interest. There was none. Chairman Keams asked for approval of the January 8, 1998 minutes. Gayle Anderson moved to accept the minutes of January 8, 1998. Mary Harker seconded the motion. All voted in favor. PUBLIC HEARING: 1. An application by Charlie Frasure, 102 Laurel Lane, Chubbuck, Idaho, 83202, for a Preliminary Plat for Frasure Industrial Park, 1st Addition. This Preliminary Plat would in part vacate and replace lots 6, 7, and 8 of block 1 and a portion of lot 5 block 1 of Mageiby Manor 1st addition; and portions of lots 3 and 4 of Cloverdale Farms. It would also vacate and replat a portion of Laurel Lane. Property is presently zoned General Commercial (C-2) and Industrial (I). This subdivision is located north of Chubbuck Road and East of Yellowstone Avenue (East of 4900-5000 block Yellowstone). Gerd Dixon reviewed the staff report in reference to the last two comments on completing improvements on Laurel Lane and Laurel Lane being different in alignment then previously proposed. Tim Shurtliff, 426 West Lewis, representing Mr. Frasure; they want to vacate all of Magelby Manor and put Laurel Lane back into the city as a handle. They would stub out to the east to catch Gary Ratliff in the future. The commission talked about: 1. Curb, gutter and sidewalk from Yellowstone 2.9 lots out of 12 in the first phase are sold 3. Two buildings are up now with a third one started 4. Adjusting lot sizes for those closer to Yellowstone 5. They suggested a 24' gravel road from Yellowstone 6. Road being designed around the existing water lines 7. Dust control 8. Access for emergency vehicles 9. Putting in road after sewer and water lines Chairman Kearns opened the meeting to public testimony for any opposed. There was none. Peter Anderson moved to recommend to the city council approval of preliminary plat for Frasure Industrial Park 1 st addition with the following conditions: an improved access from Yellowstone to the subdivision be worked out between the developer and the city staff to provide for emergency access to Industrial park and not necessary complying with the City ordinance on street development and that would be allowed up to two years. An application by Con Jensen, 8294 W. Buckskin Road, Pocatello, Idaho, for a replat of Lariat Lane right of way and replat of Lot 26 Block 7, and Lot 1, Block 17 of Paradise Acres Subdivision and vacating of Lariat Lane right of way in Paradise Acres Subdivision. Property is presently zoned Limited Residential (R-2). Gerd Dixon stated that some residents asked for a walk way for pedestrians. Steve Smart reviewed the past history for the reason for this request. The commission discussed: 1. Lariat Lane Chairman opened the meeting for public testimony in opposition, there was none. The meeting was then opened for public testimony in favor, there was none. Chairman then turned the meeting back to the commission for a discussion and motion. Pete Anderson moved to deny the preliminary plat for vacation of Lariate Lane based on the fact that it is creating an illegal dead end street; it is non-conformance with the city ordinance. Seconded Gayle Anderson. Roll call vote: Pete Anderson, yes; Kent Kearns, yes; Mary Harker, yes; Gayle Anderson, yes. GENERAL BUSINESS; 1. informal discussion on staff recommendations on the area of City Impact. Steve Smart informed the commission that they had met with the City of Pocatello and Bannock County. He presented a map showing an area of city impact that had been agreed upon. The commission then discussed: 1. Moving our line to allow Pocatello to have all of FMC Park 2. Pocatello, Bannock County and Chubbuck's Land Use Commission will hold public heatings in March Pete Anderson moved to publish the heating for the next meeting. Mary Harker seconded. All voted in favor. Mary Harker moved to adjourn 9:00 PM. Pete Anderson seconded. Ali voted in favor. Kent Kearns, Chairman Myma C~r'a~, Secretary
