Meeting of the regular meeting of the Land Use and Development Commission held in the City
Municipal Building September 2, 1999.
Present: Acting Chairman Ray Rosen, Commission Members: Dusty Whited, Myma Cain, Nolan
Briscoe, Wally Wright, Mary Harker; Council Representative Kent Keams; Attorney Tom
Holmes; City Staff: Larry Kohntopp and Steve Smart, Secretary Myma Crapo.
Chairman Rosen called the meeting to order at 8:00 PM.
Chairman Rosen asked for approval of the August 5, 1999 minutes. Mary Harker moved to
approve the minutes, Nolan Briscoe, seconded. All voted in favor.
Chairman Rosen asked if anyone have a conflict of interest, there was none.
PUBLIC HEARING:
1. An application by Harold Scalf, 5047 Elizabeth, Chubbuck, Idaho,
for a Preliminary Plat for Jordans Park Subdivision. Property is located
at west end of Garden Drive at the intersection of Tree Valley Road.
Harold Scalf, 5047 Elizabeth, explained the location of the subdivision. There are four
large lots. There will be no basements because of the flood plain. There will be no recorded
covenants.
The commission asked:
1. What the square footage was for the lots
2. If the plat conforms to R-1 standards
3. About the 1' reserve strip
4. Curb and gutter being done on both sides of the street
Chairman Rosen asked for public comments for or against the proposal. There was none. The
meeting was turned back to the commission for discussion and a motion.
Dusty Whited moved to recommend to the council approval of the preliminary plat for Harold
Scalf, 5047 Elizabeth, Chubbuck, Idaho, for Jordans Park Subdivision. Wally Wright seconded:
Roll call vote: Nolan Briscoe, yes; Wally Wright, yes; Myma Cain, yes; Mary Harker, yes; Dusty
Whited, yes; Ray Rosen, yes.
2. An application by Pam and Nolan Hansen, 12141 N. Rio Vista Road, Pocatello
Idaho, for a Preliminary Plat for Hansen Subdivision. Property is located on the
comer of Rio Vista and Siphon road.

Pam Hansen, 12141 N. Rio Vista Road, they own 38 acres. The zoning was changed to
residential suburban at the request of the county. There will be 2 ten acre lots and 3 six acre lots.
The road and utilities will be plated for future development. They will have restrictive
covenants. It is compatible to the area.
The commission discussed:
1. Access from Siphon Road
2. The county requires a minimum access setback of 100' from the road and our codes require
150'
3. This area is in our impact area and will need to come before us.
4. The dedicating of the street to the city.
5. Adding the restrictions to the final plat
6. Need to note "reserved for a roadway but not dedicated at this time".
7. No access allowed off of Siphon for individual lot owners
Chairman Rosen opened the meeting to the public for comments for or against. There was none.
The meeting was then turned over to the board for further discussion.
Mary Harker moved to recommend to the city council the Hansen Subdivision Preliminary Plat
for approval as presented by Pam and Nolan Hansen, 12141 N. Rio Vista Road. Seconded by
Myma Cain. Roll call vote: Nolan Briscoe, yes; Wally Wright, yes; Myma Cain, yes; Mary
Harker, yes; Dusty Whited, yes; Ray Rosen, yes.
Larry Kohntopp asked if any commission member wanted to attend the Idaho Planning
Association Annual Conference. Nolan Briscoe said he would attend.
