HomeMy WebLinkAbout003 04 99LAND USE AND DEVELOPMENT COMMISSION March 4, 1999 Meeting of the regular meeting of the Land Use and Development Commission held in the City Municipal Building March 4, 1999. Present: Chairman Pete Anderson, Commission Members: Ray Rosen, Gayle Anderson, Dusty Whited, Mary Harker, Wally Wright, Council Representative Kent Keams, City Staff: Gerd Dixon, Steve Smart, Larry Kohntop~Attomey Tom Holmes; and secretary Myrna Crapo. Chairman Anderson called the meeting to order at 8:00 PM. Chairman Anderson asked if anyone had a conflict of interest. There was none. Chairman Anderson asked for approval of the January 7, 1999 minutes. Kent Keams asked that Item #1 showing Kent Kearns as voting be changed to show that he didn't vote. Mary Harker moved to accept the January 7, 1999 minutes as presented with the correction. Gayle Anderson, seconded. All voted in favor. PUBLIC HEARING: 1.An application by Richard Nelson, 12916 N. Rio Vista Road, Pocatello, Idaho, for a Preliminary Plat for Nelson Subdivision 1 st Addition. Property is located at east end of Lisa Street, Sec. 3 T.6S, R34 E. Chairman Anderson asked for any comments from the staff. Tim Shurtliff, 426 E. Lewis, represented Richard Nelson, informed the Commission the street was to be extended 55' and the sewer will not be extended as shown on the plat. Chairman Anderson opened the meeting to public comment; there was none. The public hearing was closed and brought back to the commission for a discussion. The commission discussed: ~1. If the dead end street need 'to have a hammerhead. 2. Requiring a gravel hammerhead would allow them to turn around. 3. This is the end of Richard Nelson's property. 4. Leaving the last 15' of the sidewalk off so they could use it as a turn around. 5. The street sitting there for a long time without going through to Yellowstone. 6. Needing an easement on the plat. Dusty Whited moved to recommend to the city council approval of the plat for the Nelson Subdivision 1st Addition with the correction of the hammerhead being placed at the east end where the dead end is. Wally Wright seconded the motion. Roll call vote: Ray Rosen, yes; Dusty Whited, yes; Wally Wright, yes; Mary Harker, yes; Gayle Anderson, yes; Pete Anderson, yes. GENERAL BUSINESS: 1. A proposed ordinance redefining a production building to exclude pre June 15, 1976 mobile homes unless they have been issued a certificate of compliance in accordance with the law passed in 1998 which allows a HUD certification to be issued for older mobile homes. The commission discussed: 1. HUD regulations on Class II. 2. Reason for the proposed ordinance 3. It will only affect people moving into the area 4. Needing more control 5. The trailer court owners not allowing them in their courts. 6. Having it as a conditional use. Attorney will make copies of the information that he has and send it to the Commission Members. Mary Harker moved to table this until the next meeting. Dusty Whited, seconded. All voted in favor.
