HomeMy WebLinkAbout012 02 99LAND USE AND DEVELOPMENT COMMISSION December 2, 1999 Meeting of the regular meeting of the Land Use and Development Commission held in the City Municipal Building December 2, 1999. Present: Chairman Pete Anderson, Commission Members: Ray Rosen, Nolan Briscoe, Myma Cain, Mary Harker, Wally Wright; Attorney Tom Holmes; City Staff.' Larry Kohntopp; and Secretary Myrna Crapo. Chairman Anderson called the meeting to order at 8:00 PM. Chairman Anderson asked for approval of the October 7, 1999 minutes. Mary Harker moved to approve the minutes with Ray Rosen seconding. All voted in favor. Chairman Anderson asked if anyone on the commission had a conflict of interest, there was none. PUBLIC HEARING: 1. A Conditional Use Permit Application by U. S. Cellular, 7600 NE 41st ST. Suite 325, Vancouver, WA 98662 for a 300" self-supporting tower and a 12' X 20' cellular telephone transmission/reception facility at 4960 Brook Lane. Property is zoned (I) Industrial. Larry Kohntopp gave staff comments on the application. David Monell 1241 S. 105th Ave. Tulsa, Oklahoma, they want a 300' tower, so they can handle the future demands from customers. The company tried to get permission from Comet Cellar to co-locate on their tower; but were refused. The tower will be build to handle 3 to 4 carriers. They will co-locate. They try to be good neighbors and are willing to comply with the city requirements. They will be the owners of the lot. The tower should last for three to five years and would make about 132 additional channels for them. They will have a local person maintain the tower. They have a service manager in Pocatello. There is no potential for interference. It will be a self supporting tower with no ground wires or cables. The meeting was opened to public for their comments, there was none. The public hearing was closed and brought back to the Commission for discussion and a motion. Mary Harker moved to accept the conditional use permit for U.S. Cellular, 7600 NE 41st St. Suite 325, Vancouver, WA 98662 for a 300' self supporting tower and a 12' X 20' cellular telephone transmission/reception facility at 4960 Brook Lane, Frasure Industrial Subdivision with the following conditions. 1. They be co-locateable with a total of four other wireless telecommunications providers 2. They meet design review committee requirements, and building permit standards. 3. They provide a signed statement that they will negotiate in good faith to facilitate co- location of additional wireless facilities. Nolan Briscoe seconded. Roll call vote: Ray Rosen, yes; Myma Cain, yes; Wally Wright, yes; Mary Harker, yes; Nolan Briscoe, yes; Pete Anderson, yes. Land Use and Development December 2, 1999 Page 2 GENERAL BUSINESS: 1. Discussion on Public Hearings procedures. Chairman Anderson passed out to the commission Public Hearing procedures for them to review. We will discussed them at the January meeting. It was suggested that the commission be issued name badges identifying themselves. 2. December 7th and 8th will be the public information gather meeting where they will be taking public comments at the student union in the wood river (~om.
