HomeMy WebLinkAbout007 06 00LAND USE AND DEVELOPMENT COMMISSION July 6, 2000 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building July 6, 2000 Present: Chairman Pete Anderson, Commission Members: Ray Rosen, Wally Wright, Nolan Briscoe; Council Representative, Kent Kearns; Attorney Tom Holmes; City Staff Larry Kohntopp: and Secretary Myma Crapo. Chairman Pete Anderson called the meeting to order at 8:00 PM. Chairman Pete Anderson asked for approval of the June 1, 2000 minutes. Wally Wright moved to approve the minutes as mailed, Nolan Briscoe seconded the motion. All voted in favor. Chairman Pete Anderson asked if any commission member had a conflict of interest. There was none. PUBLIC HEARING: 1. An application by Michael and Gwen Baker, 218 W. Chubbuck Road, Chubbuck, Idaho, for a change of land use district from Dense Residential (R-4) to General Commercial (C-2) for the purpose of parking truck/tractors and servicing them. Chairman Anderson asked for any additional comments from the staff. Larry Kohntopp explained that a truck/tractor was the cab part of the unit. Kent Kearns asked if they would have to do landscaping. Larry Kohntopp explained that they would have to go through design review. Chairman Anderson informed the commission that the zoning request was consistent with the comprehensive plan. Gwen Baker, 218 W. Chubbuck Road, There will be no oil changed there. They would have one or two cab's at the same time. It would just be to wash and clean out, with no service done. The flatbeds are 45 and 48 foot. They would put double concrete in the drive ways to reinforce it. Mary Jo Lucero, 226 West Chubbuck, asked if when they put the sidewalk in would they have enough room. She needs to be able to see out. Linda Hillman 221 W. Chubbuck Road, they are using her business parking area to back up their cabs. She doesn't think that there is enough room there. She is concerned about it. Land Use and Development July 6, 2000 Page 2 L. Vic Hageman, 162 W. Chubbuck Road, is concerned about having more than one cab there at a time. They need to park on the East side of their house. Werner Rosenbaum, 258 W. Chubbuck Road is opposed to the zone change. With the setbacks, landscaping and etc there is not enough room for them to do what they are proposing. Chairman Anderson closed the public hearing and asked Mrs. Baker if she had any additional comments. Mrs. Baker told the commission that there is room enough for only two trucks. The Land Use Discussed: 1. The reason for the zone change. 2. The changes to C-2 would come about as the area required it. 3. It is in agreement with the comprehensive plan Nolan Briscoe moved to recommend to the City Council to approve the application of Michael and Gwen Baker, 218 W. Chubbuck Road, Chubbuck, Idaho for a change of land use district from Dense Residential (R-4) to General Commercial (C-2) for the purpose of parking truck/tractors and servicing them. Ray Rosen seconded the motion. Roll Call Vote: Ray Rosen, yes; Wally Wright, no, Nolan Briscoe, yes; Pete Anderson, yes. 2. An ordinance by the City of Chubbuck pertaining to personal wireless telecommunications facilities. The meeting was opened up to public comments. There was none so the public hearing was closed and brought back to the commission for discussion and a motion. Wally Wright moved to recommend to the City Council the adoption of the cell tower ordinance. Ray Rosen, seconded.
