HomeMy WebLinkAbout010 04 01LAND USE AND DEVELOPMENT COMMISSION October 4, 2001 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building October 4, 2001. Present: Chairman Pete Anderson; Commission Members: Don Moore, Mary Harker, Myrna Cain, Nolan Briscoe, Gayle Anderson; Attorney Tom Holmes; City Staff: Steve Smart, and Larry Kohntopp; Secretary Myrna Crapo. Pete Anderson called the meeting to order at 8:00 P.M. Chairman Anderson asked for approval of the September 6, 2001 minutes. Myrna Cain moved to accept the minutes. Don Moore seconded the motion. All voted in favor. Chairman Anderson asked if any commission member had a conflict of interest. There was none. PUBLIC HEARING: 1. An application by Sharon Knudsen, 2595 Hwy 39, American Falls, Idaho for a change of Land Use District to General Commercial, (C-2); Hawthorne Road, North of 1-86 and south of Redman Canal. Property is presently zoned, Agricultural, (A). The commission discussed: The location of the property and the dividing line of the canal. The zoning of the land that is not included in the application being agricultural. Sharon Knudsen, 5295 Highway 39 in American Falls is asking for this to be zoned for future development if it occurs. The public hearing was opened for public comment: Elborn Hewett, 4501 Hawthorne Road, asked about what would happen to the irrigation ditch and if it would be maintained. He is concerned about dust control and would like it to be written in to the minutes. The public hearing was closed and brought back to the commission for a discussion. The dust control problem deals with construction in the area. This zoning would be a good buffer zone between commercial and residential. Myrna Cain moved to recommend to the city council approval of the application by Sharon Knudsen, 2595 Hwy 39, American Falls, Idaho for a change of Land Use District to General Commercial (C-2); Hawthorne Road, North of 1-86 and south of Redman Canal property. Gale Anderson seconded. Roll call vote: Don Moore, yes; Myrna Cain, yes; Mary Harker, yes; Nolan Briscoe, yes; Gayle Anderson, yes; Pete Anderson, yes. Land Use and Development Commission October 4, 2001 Page 2 GENERAL BUSINESS: 2. Comprehensive Plan Study Larry Kohntopp explained the background of the study. This is a 20 years growth projection. We needed to know our future requirements for sewer facilities, water lines, water storage. Mary Harker commented that instead of the Greater Pocatello name it should promote a more friendly dialog. The commission discussed: They are working with our 1995 comprehensive plan. The Commission needs to take time to go through this plan. We need to look at proposed map areas. Working with the city council and then doing public meeting and presenting this to community. We need to have input from retail businesses. The need to create a downtown image in Chubbuck Chairman Anderson asked to have the commission meet October 25 at 6:00 pm. Mary Harker moved to adjourn, Nolan Briscc adjourned at 9:00 P.M.
