HomeMy WebLinkAbout002 01 01LAND USE AND DEVELOPMENT COMMISSION February 1, 2001 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building February 1,2001. Present: Chairman Pete Anderson; Commission Members: Gayle Anderson, Wally Wright, Mary Harker, Myrna Cain, Nolan Briscoe; Attorney Tom Holmes; City Staff: Steve Smart, and Larry Kohntopp, and Secretary Myrna Crapo. Pete Anderson called the meeting to order at 8:00 P.M. Chairman Anderson asked for approval of the December 7, 2000 minutes. Wally Wright moved to accept the minutes. Nolan Briscoe seconded the motion. All voted in favor. Chairman Anderson asked if any commission member had a conflict of interest. There was none. PUBLIC HEAR1NG: 1. An application by Larry & Elaine Long, 137 Hiway Avenue, Chubbuck, Idaho, 83202, for a Change of Land Use District to General Commercial (C-2). Property is presently zoned Limited Residential. (R-2) Elaine Long, 137 Hiway Avenue, she wants to have a sign put up for identification, and would like to have someone else work there, it will stay a one station. They are looking at doing a pool and eventually go commercial and use the pool for therapy. The meeting was opened for public comment. Dwain Kinghorn, 145 Hiway, lives west of the Long property. He supports what they have done to this property. The area has been zoned residential for years. This would open the area up to a lot of uses that would be allowed without asking the city. He doesn't want to have the zoning changed. He would like to have the Long's accommodated with out changing the zoning. The public hearing was closed, and brought back to the city council. The commission discussed: 1. The present zoning of Hiway avenue. 2. Having an additional employee without changing the zoning. 3. Zoning it C-1. Land Use And Development Commission February 1, 2001 Page 2 /0111N Gayle Anderson, moved to recommend approval to the city council for the request by Larry & Elaine Long for a change in land use district to General Commercial, property is presently zoned Limited Residential. Nolan Briscoe seconded. Roll call vote: Myrna Cain, yes; Wally Wright, yes; Mary Harker, no; Nolan Briscoe, yes; Gayle Andersen, yes; Pete Anderson, yes. GENERAL BUSINESS: 1. Consideration of a proposed Summary and Ordinance to implement the platting changes. The commission discussed: 1. 17.12.180A be added showing streets on adjoining lands where appropriate. Mary Harker moved to advertise current changes in Chubbuck ordinance 17.12.170, 17.12.180 and 17.12.190, concerning platting requirement for land use development, for a public hearing. Myrna Cain seconded. All voted in favor. 2. Findings of Fact, Conclusions of Law and Decision for the following were considered together: NewCom Wireless, 4727 Yellowstone; Gary Ratliff, C.L.C. Associated; Ron Dykman; n NTCH-Idaho, Inc. for property at4800 block of Hawthorne Road. Chairman Anderson asked for a discussion, there was none.. Wally Wright moved to accept the Findings of Fact and Conclusions of Law, Mary Harker seconded. All voted all in favor. 3. Video: subdivide and conquer a Modern was show to the Commission.
