HomeMy WebLinkAbout009 05 02LAND USE AND DEVELOPMENT COMMISSION September 5, 2002 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building September 5, 2002. Present: Chairman Pete Anderson; Commission members: Wally Wright, Jason Mendenhall, Mary Harker, Nolan Briscoe, Gayle Anderson, Ray Rosen; Attorney: Tom Holmes; City Staff Larry Kohntopp and Steve Smart; Secretary Myrna Crapo. Chairman Anderson called the meeting to order at 8:00 P.M. Chairman Anderson asked for approval of the August 1, 2002 minutes. Ray Rosen moved to accept the minutes as mailed; Gayle Anderson seconded the motion. All voted in favor. Chairman Anderson asked if any commission member had a conflict of interest. There was none. PUBLIC HEARING: 1. An application by Rodney Burch, 375 Lisa, Chubbuck, Idaho 83202 for a change of Land Use District to General Residential (R-3). Property is zoned Agricultural (A). Property is located at 485 W. Chubbuck Road. Rodney Burch, 375 Lisa, the property is 1.3 acres. The existing house is in the middle of the property. He purchased the property as an investment on a long term basis. They are redoing the home and have tenants living there now. He wants to build multi -family housing (4-plex) on a part of the ground on the east side; between the three trees and the property line. He would like to start construction next spring. In the long term he would like to build professional offices where the house is. There would like to have two accesses on Chubbuck Road; one into the home and one into the apartments. The meeting was opened up to public comments for or against. Roy Edchul, 4781 Misti Avenue, he looks at the property from his home. He doesn't want 4-plex's to look into his home. He is concerned if they would have subsidized rentals. Lydia Noble, 2042 Cassia, represents her parents Sarah and Michael Frena whose back yard boards the property. She would like them to consider the existing homes that are there. The public hearing portion was closed and brought back to the commission. Rodney Burch, would like to rent to parents without children. It is in compliance with the /'1 comprehensive plan. He would probably want to come back to ask for C-1 zoning. n Land Use and Development Commission September 5, 2002 Page 2 The commission discussed: 1. Being more compatible with the neighborhood 2. Help buffering the noise for the neighborhood Wally Wright moved to recommend approval of the application by Rodney Burch, 375 Lisa, Chubbuck, Idaho for a change of Land Use District to General Residential (R-2). Change of meeting time for the Land Use Meeting to Tuesday at 7:00 p.m. Wally Wright moved to change the land use me beginning January 7, 2003.
