LAND USE AND DEVELOPMENT COMMISSION
SPECIAL MEETING
OCTOBER 3, 2002
Minutes of the special meeting of the Land Use and Development Commission held in the City
Municipal Building October 3, 2002.
Present: Chairman Pete Anderson; Commission members: Jason Mendenhall, Mary Harker, Nolan
Briscoe, Gayle Anderson, Ray Rosen; Attorney Tom Holmes; City Staff. Larry Kohntopp and Steve
Smart, Secretary Myrna Crapo.
Chairman Anderson called the meeting to order at 6:10 P.M.
Larry Kohntopp presented:
I. Comprehensive Plan Map changes.
Need to put commercial all the way down Philbin Road.
Put C-2 in E -employment as well as C - Commercial
It is the consensus of those present that the designated land use are OK.
II. Road System
We need a bridge over the interstate at Tyhee, but it won't happen for 20 or more years.
1. Vacated access on Lariat Lane.
2. Briscoe Road going through.
3. Need to be consistent with the service boundary and show the streets ending there.
4. Major arterials just going to our service boundary. Overlaying our map over the service boundary.
5. We need to have a larger road system map.
6. Need to make sure we have the flow across east and west and north and south.
7. Whitaker Road as a minor arterial
8. Cole Street as a minor arterial
III. Parks, paths, and schools
a. Vera Park needs to be added to the map as a neighborhood
b. Leave proposed schools in there
c. Show Heritage west mini -park configuration
d. Remove mini -parks that aren't in Chubbuck
e. Eliminate the CP by Ellis School

a. Add the one at Hawthorne under strong arrival features
b. Philbin Road under strong arrival feature
V. Neighborhood and Communities
a. Get rid of this map
VI. Model Community and Neighborhoods
a. Dense development around outlaying sections.
b. At intersection put more general things such as commercial mixed use
c. Show an ideal of what we want it to be
d. Show the corners more dense
Have the final form so we can review it at our November meeting and decide how we want to present
it. Open house December 5 from 6 pm to 8 pm with punch and cookies. For the open house blow up
maps and put on the wall so people can look at them. In January have the public hearing. Make the
Comprehensive plan retroactive to the first of the year.
Comprehensive Plan:
Need to:
1. Add a table of contents
2. Page 1-3-3 civic center needs to be changed to "a new central downtown area has emerged".
3. 4-1 need to be re -sequenced
4. 4-1 item C. Provide access to the... Yellowstone commercial corridor. combine items
5. Appendix E Has been gotten
6. Transportation 5-2. "Preliminary analysis of potential future road -way improvements" Need to get
that
7. 5-1 Transportation - need crossing the Portneuf Valley today and tomorrow
8. 6-1 derange page
9. 6-2 policy item b." Increase the code enforcement efforts through training and expanding the current
%i time position as necessary" Delete "re -emphasis of code enforcement efforts" Take the position out
of there. Increase the code enforcement as necessary.
10. 7.2 objective 2.2 Change from Pocatello to Chubbuck.
11. 7-6 item J. such as new wells, transmission lines, or treatment for surface water
12. 9-1 Recreational element. On east side of the city. Eliminate Ellis School item.
13. 9-2 objective 3.2C Take the last part of the sentence off "form a committee to present the proposal
to School District 25".
14. Natural resources mission statement objective 1.2 Protective the gravel pit industries on the west
side of town. Eliminate
15. Goal 5, page 9-3 preserving farm land item F. Take it out
16. Conserve energy 9-4. Use geothermal resources if available to the advantage of the community.

17. School location and transformation page 13-1. Discuss locations with the school district. Eliminate
the locations.
