HomeMy WebLinkAbout003 02 02LAND USE AND DEVELOPMENT COMMISSION March 7, 2002 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building December 6, 2001. Present: Chairman Pete Anderson; Commission Members: Don Moore, Ray Rosen, Wally Wright, Mary Harker, Dusty Whited, Nolan Briscoe; Attorney: Tom Holmes; City Staff: Larry Kohntopp, Steve Smart; Secretary Myrna Crapo. Chairman Pete Anderson called the meeting to order at 8:00 P.M. Chairman Anderson asked for approval of the December 6, 2001 minutes. Mary Harker moved to accept the minutes as mailed and Don Moore seconded the motion. All voted in favor. Chairman Anderson asked if any commission member had a conflict of interest. There was none GENERAL BUSINESS: 1. Urban Service Boundary, proposed school site, and the various zone map. Larry Kohntopp presented proposed changes to the Urban Service Boundary. 1. Starting at east side of city's boundary: west side of freeway north along freeway to directly east of Siphon road then west on siphon road to Railroad tracks, along Railroad tracks northerly to east of Bringhurst Street, westerly to north boundary of City Limits north of LDS Church lot, south to Paradise Acres, west to Greener Pastures, southwesterly along Greener Pastures Subdivision to Hawthorne Road, south to Siphon Road, then westerly on Siphon road to Philbin Road, south on Philbin Road to I-86, east on I-86 to Hawthorne Road, south on Hawthorne Road to Quinn Road, east on Quinn Road to Quinn Road/Yellowstone Ave intersection, north on Yellowstone Ave to northern boundary of Berryman Tracts Subdivision, easterly to east boundary of Richert Subdivision, northerly more or less along eastern boundary of Richert Subdivision to Burnside Ave, east on Burnside Ave to just east of Union Pacific Railroad tracks, then northerly along tracks to south boundary of Briarwood Estates Subdivision, easterly along said boundary to Hiline Road, southerly on Hiline Road to I-86, directly east to Fairgrounds Road, north on Fairgrounds Road to E. Chubbuck Road, west on E. Chubbuck Road to point of beginning being the east boundary of Bunce Subdivision and E. Chubbuck Road. We need to work on our infill areas and limit the outside areas that we extend to. 1. Leave the Proposed school/park site in place on Pocatello Build -Out Analysis Comprehensive Plan Draft Map and reduce that area to south side of Siphon. The comprehensive plan changes that need to be made. 1. Intersection of West Chubbuck and Hawthorne- C -l. 2. Bonanza and Hawthorne Street by Knudsen property C-2. 3. West Linden, Afton, C-2. 4. Change Parrish Lane, C-2. 5. Change East Linden, Evans, Victoria to C-2 6. Lish and Afton area, C-2 7. Cottonwood Cove area R-4. Except for North end (just south of mall road) C-2 8. Ranch Homes, are leave as is. 9. Change industrial on east side of the tract in the industrial park to industrial 11. Include Dean Funk as C-1. 200 feet along Siphon Road. 11. Shiozawa 500' on Yellowstone C-2, from that to railroad tracts Industrial. 12. North of Industry way - expand our comp plan to Industrial Way even to the city limits at Bringhurst Road and make it Industrial Land Use and Development March 7, 2002 Page 2 Wally Wright moved to take these changes to a public hearing. Don Moore seconded. All voted in favor. 2. Discussion of proposed revision of the Schedule of General Controls to conditionally permit Class 1 and 2 production buildings in industrial areas. Attorney Holmes explained that the driving force for this is Premiere Technology request to put in a class II production building and next to their existing office building. Mary Harker moved to take this item to a public hearing for the April meeting. Ray Rosen seconded. All voted in favor. 3. Discussion on a proposed ordinance amendment to prohibit shipping containers from being used as accessory structures. Mary Harker moved to take this to a public hearing for the April meeting. Dusty Whited seconded. All voted in favor. 4. Discussion on amending section 18.12.040(1) to conform this section to 18.08.010 with respect to abutting zero lot line residences and the density restrictions under other provisions of the Chubbuck Municipal Code. Dusty Whited moved to take this to a public hearing, Ray Rosen seconded the motion. All voted in favor. 5. Discussion of proposed Land Use Fee changes The commission discussed the proposed fee increases and felt that the developers needs to pay their costs and not the citizens of Chubbuck. Wally Wright moved to take this to the City Council, Don Moore seconded. All voted in favor. Mary Harker moved to change the April meeting from the 4th to the 11th to accommodate the activities of the commission members. Ray Rosen seconded. All voted in favor.
