HomeMy WebLinkAbout012 05 02Land Use and Development Commission December 5, 2002 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building December 5, 2002 Present: Chairman Pete Anderson; Commission members: Don Moore, Jason Mendenhall, Mary Harker, Dusty Whited, Nolan Briscoe; Attorney Tom Holmes; City staff. Steve Smart; and secretary Myrna Crapo. Chairman Anderson called the meeting to order at 8:00 p.m. Chairman Anderson asked for approval of the minutes of November 7, 2002 Don Moore moved to approve the minutes, Dusty Whited seconded; all voted in favor. PUBLIC HEARING: 1. An application by Ashley Manor Care Center/Roger Malm, 3749 N. Cloverdale Road, Boise, Idaho for a conditional use permit for a Boarding Care Home, at 4826 Hawthorne. Property is presently zoned Limited Residential (R-2). Jim Shadducll, 289 S. Astro, Star, Idaho, They have 24 care centers in range of 8 to 15 beds. They are considered as good neighbors and the building will be an upgrade in the neighborhood in most areas. There residents will have Alzheimer disease and will have a fenced back yard and a resident kitchen. Most of their facilities have 4 to 6 parking spaces with two of the spaces being used by employees cars. Sirens and emergency vehicle will come to the facilities about three or four times a year. Night lights are on the front of the building and on the back patio area, but not on a street pole. The curb, gutter and sidewalk will match the corner lot. The construction time will depend on the weather. Wally Smith, 4836 Hawthorne, expressed concern with 1. having to large a lot and children playing there. 2.noise in the middle of the night from emergency vehicles. 3. Night lights- how long they would be on. 4. Concerned with increase in traffic - it has been covered. 5. How large of the area will be sidewalk. This development would help clean up the neighborhood. The commission discussed: 1. A fence on the north side 2. Parking requirements 3. Residential kitchen 4. Being licensed by the state limiting the number of patients they can have Dusty Whited moved to approve the conditional use permit for Ashley Manor Care Center, 3749 N. W Land Use and Development Meeting December 5, 2002 Page 2 GENERAL BUSINESS: 1. Comprehensive Plan: Mary Harker reported on the upcoming public meeting: 1. Press releases have been sent out. 2. A new Chubbuck Pride Committee member will be getting the door prizes for us. 3. The refreshments will be supplied by the merchants. 4. Letters are being sent out to businesses in the area The commission discussed: 1. Members staffing the hours 2. Larger Comprehensive plan maps to be hung 3. Old version vs the new version of the comprehensive plan displayed 4. Maps we are making changes to 5. Map with our urban service boundary 6. Map with major arterial 7. Memo to land use commission the day before 8. Description of zoning and how they relate to our current zoning. 9. Potential land use changes, circulation and urban service boundaries showing what is allowed in every area. 10. Sending out packets to each member. 2.
