HomeMy WebLinkAbout008 01 0210-1\ LAND USE AND DEVELOPMENT COMMISSION August 1, 2002 Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building August 1, 2002. Present: Chairman Pete Anderson; Commission members: Ray Rosen, Jason Mendenhall, Mary Harker, Gayle Anderson; Attorney: Tom Holmes; City Staff: Larry Kohntopp, Sean Harris and Steve Smart; Secretary Myrna Crapo. Chairman Anderson called the meeting to order at 8:00 P.M. Chairman Anderson asked for approval of the July 11, 2002 minutes. Ray Rosen moved to accept the minutes as mailed; Gayle Anderson seconded the motion. All voted in favor. Chairman Anderson asked if any commission member had a conflict of interest. There was none. PUBLIC HEARING: 1. An application by Heritage Development, Box 2684, Pocatello Idaho 83205 for a change of Land Use District to Single Family Residential (R-1) contingent upon n requested annexation. Property is located west of Hampton and Roanoke. 2.An application by Heritage Development, Box 2684 Pocatello, ID, 83204, for a Preliminary Plat for Victorian Village 3' Addition. Property is located west of Hampton and Roanoke. Item 1 and 2 were considered together. Mike Bird, Box 2684, Pocatello, Idaho 83205 because of the number of children they need to put the park in the area. They want to do it in conjunction with what they are already doing. The meeting was opened for public comment, there was none. The public hearing was closed and brought back to the commission for discussion. Mary Harker recommended approval of the application of Heritage Development, Box 2684, Pocatello Idaho 83205 for a change of Land Use District to Single Family Residential (R-1) contingent upon the request for annexation for property located west of Hampton and Roanoke; and that the preliminary plat for Victorian Village 3rd property located west of Hampton and Roanoke as presented to this body be approved. 2nd by Jason Mendenhall. An application by Pheasant Ridge Development, 3875 South Hwy 23, Wellsville, Utah; for a Preliminary Plat. Property is located west of Hiline; south of Briarwood and north of I-86. Steve Smart: City staff met with these men after last months meeting and suggested that they presented three different options. He asked them to talk to the property owner of the arena about getting a piece of that land. The commission discussed: 1. What to do with Alamo Street. The comprehensive plan shows it as a collector street. 2. Taking Alamo Street as a collector from the comprehensive plan. 3. Putting a signal at Hiline and Mountain Park Road. 4. The Hiline Road improvement project is not scheduled yet. 5. The final plat will be for phase one. 6. Change of street name from Pheasant Drive to Eagle where it turns and goes North. Ken Erickson, Engineer Specialities, 455 W. Highway 30, Beaver Dam, Utah. They have given n up 5 feet for Alamo. Getting the additional land to tie into. There was a line of sight problem with crossing there. They need access onto Hiline and as well as Whitaker Road. They are concerned with the access onto Hiline. They would like a driveway access into the commercial off of Hiline. They want to access commercial from a public road. Hiline will not get widened much on the canal line. They will take the path of least resistant. They prefer plat A and if they got that access they wouldn't want another access. The discussion discussed: 1. Concern over using Hiline as a major north south access. From a safety stand point - one additional access would be better. 2. Hiline is a road by prescription. 3. The number of feet they would need to purchase to come across and connect with Mount Lake. 4. Bringing the access off of Alamo Street into Hiline. 5. Peasant Drive being renamed to Eagle Road for a portion of the street. 6. The phases in which it will be built. Whitaker and Eagle will be part of phase one. Phase two will take them out to Hiline. 7. The widening of Hiline as soon as it can be would be 2006. Gary Brown, 2608 Mount Borah, Pocatello, Idaho; he is realtor for this project. He talked to Lonna Gerstner about getting an approach from her ground. She wasn't eager to sell the land; and didn't want to do anything right now. 101 Steve Lyle, 3875 South Hiway 23, Wellsville, Utah; the green area that will be developed will be used to put in sand boxes, basketball courts, etc Storage units will be rented to anyone. The park will be fenced that is not part of the storage unit. € Land Use and Development Commission August 1, 2002 Page 3 Mary Harker moved to recommend to the city council that the application by Pheasant Ridge Development, 3875 South Highway 23, Wellsville, Utah; that option A of the preliminary plat submitted be recommended for approved. This property is located west of Hiline, south of Briarwood and north of I-86; with the street name changed from Pheasant Drive to Eagle. Jason Mendenhall 2" d the motion. Roll call vote: Ray Rosen, no; Jason Mendenhall, yes; Mary Harker, yes; Gayle Anderson, yes; Pete Anderson, yes. Larry Kohntopp passed out copies of the proposed Comprehensive plan map; along with the urban service boundary. The commission decided to have a study session on September 5`' at 6PM. Chairman Anderson brought up for discussion the changing of the day and time of our Land Use Meeting. He asked that it be place as an agenda item for the next meeting. The commission members present discussed changing to first Tuesday's at 7:00 P.M. Jason Mendenhall moved to adjourn 9:15 p.r Myrna - o, Secretary
