Cotant, Council members Leroy S. Steven M. England, W. Dean Wood, Attorney Thomas J. PWD Steven M. Smart and City Clerk Ron C. Conlin. Quick, Holmes, Meeting was called to order at 5:35 p.m. by Mayor John O. Cotant. PURPOSE OF MEETING shall be to discuss the "Production Building Standards" and "Building Moving" Ordinances. PROPOSED "PRODUCTION BUILDING" ORDINANCE - An ordinance adopting Chapter 15.36 "Production Building Standards" setting forth standards for production buildings. Mayor Cotant read proposed ordinance for review and comments. Mayor Cotant stated the City received requests from mobile home court owners for help in cleaning up their courts. Mayor Cotant said the City will be glad to send letters to mobile home court residents requesting their help in cleaning up mobile home court property. The State of Idaho inspects plumbing and electrical only. The State plumbing inspection fee is $40.00 and the State electrical inspection fee is $25.00. Gale Melton, Mountain States Mobile Home Service, 311 E. Chubbuck Rd. expressed concern the fees are getting too high. Rodney Parrish, 689 E, Chubbuck Rd. said he looked around the City and about 90% of the mobile homes have no vents. Mr. Parrish said the ordinance should not require venting. Mayor Cotant said this requirement is State Code. PROPOSED "BUILDING MOVING" ORDINANCE - An ordinance amending Chapter 15,20 "Building Moving" to clarify its applicability to production buildings, clarifying the time limits and what needs to be done within those time limits after a permit to move a building is granted. Mayor Cotant read proposed building moving ordinance for review and comment. Mr. Melton expressed concern, a mobile home will have to be repaired, if needed according to the Uniform Building Code. 183 PROPOSED "BUILDING MOVING" ORDINANCE - (cont.) Mr. Melton and Mr. Parrish said they are repairing mobile homes as they were, not to the Uniform Building Code. Discussion about Surety Bond required. Jeff Lewis, 5555 Yellowstone Ave. suggested any notice of violation should be sent by certified mail, rather than regular U.S. Post Office. Mayor Cotant asked mobile home court owners and mobile home court residents to review the ordinances, if they have any changes or questions ca]] City Ha]], Mayor Cotant directed Attorney Holmes to make changes discussed. The Production Building Standards and Building ordinances was tabled until the November 26th., 1991 Council Meeting. Moving Regular At 7:08 p.m., Councilman England moved, Councilman Wood seconded, with full council approval to adjourn meeting.
