HomeMy WebLinkAbout11 06 1991 CM167 COUNCIL MEETING MINUTES November 6, 199! Minutes of special meeting held in the city municipal building, November 6, 1991. Present: Mayor John O. Cotant, Council members Steven M. England, W. Dean Wood, Attorney Thomas J. Holmes, PWD Steven M. Smart and City Clerk Ron C. Conlin. Councilman Leroy Quick excused. Meeting was called to order at 5:43 p.m. by Mayor John O. Cotan%. PURPOSE OF MEETING shall be to discuss 1) Canvas the Election Results. 2) Ordinance -Mobile Home Moratorium. PROPOSED BUILDING MOVING ORDINANCE - An ordinance adopting Chapter 15.36 "Production Building Standards" setting forth standards for production buildings. Attorney Holmes was asked tc review changes made on redraft, of the Buitdin9 Moving Ordinance. Ken Brazelton, Bell Mobile Home Court expressed concern the ordinance will require the trailer not be unhooked from hauler until it meets code. Mr. Brazelton said the haulers get $75.00 an hour. Jack Dreiver, 533 Albatross said the owner of the mobile home should have made arrangements to come into the trail6r court, this is when the mobile owner should be told his trailer has to be inspected on arrival, and brought to code within 90 days. Charlie Frasure, 5050 Yellowstone Ave. suggested the ordinance require they have 30 days, then if not brought to code have the trailer removed. Mrs. O.C. Johnson, 535 Bluebird said the ordinance should read as is, requiring the trailer to be inspected prior to unhooking the trailer. Mrs. Johnson said this is the way the junk trailers get into the City. Mr, Brazelton said some trailer owners come to the City without knowing which mobile home court they are going to rent from, Bart Parrish suggested the City adopt a code for mobile homes, prior to adopting an ordinance regulating mobile homes. Fire Chief Cary Campbell said the only inspecting the City is doing now, is when there is structural damage. 169 PROPOSED ORDINANCE - (cont.) Mrs. Johnson said she thought the ordinance was being discussed to stop eyesores, junk trailers, otc. from moving in. Mrs. Johnson said there are a lot of junk trailers, eyesores in Mobil Manor Subdivision. Fern Rust, 510 Bluebird presented complaints of junk, weeds, blowing trash, etc. in Mobil Manor Subdivision. Mayor Cotant stated these violations can be controlled with the City enforcing present ordinances. Mrs. Johnson stated, she called City Officials about chemicals stored close to her home several times, but, the problem still exists. Mobile Home Court owners present, wore in favor of City assisting in requiring their mobile home tenants keep a reasonable good looking appearance. Mr. Brazelton said he would appreciate any help the City can give in requiring the mobile home owners clean up. ~lr. Brazelton said he can tell the tenants to clean up, they will not pay attention. Attorney Holmes stated when a mobile home is moved into the city you are required to have a permit, if structure is damaged, you are required to bring to cede within 90 days, if the structure is damaged, the city will inspect. If this ordinance is adopted, requiring Manufactured Home Setup Code, the mobile home owner is required to bring to code within 90 days. The other problems discussed, weeds, trash, not mowing lawn, etc. can be enforced through the property maintenance ordinance. Mrs. Johnson stated the mobile home court owner should have a responsibility to require tenants to keep their property clean. Discussion about Restrictive Covenants. Attorney Holmes was directed to make changes discussed, and present at next meeting. Mayor Cotant suggested the Council meet to discuss she ordinance at a Special Meeting November 12th., 1991, at 5:30 p.m., prior to regular council meeting. CANVAS OF ELECTION RESULTS -The election held November 5th., 1991, was for the election of two Councii Members for four year terms. The ballot box holding the supplies, was unlocked and sealed envelope containing Tally Book, Election Record and Poll Book, used ballot pads, plus pad with first unused ballot F CANVAS OF ELECTION RESULTS - (cont.) 171 was opened. Council members checked Election Record and Poll Book, Combined Tally Lists and Official Record Book, ballots and ballot pads, After a thorough canvas of the election records, Councilman England moved to accept the tabulation of votes as prepared by the Election Judge and Clerks and proclaim the results as final. Councilman Landon seconded. All council members voted in favor of mot'ion. Tabulation of votes for Council members Steven H, England=197; David A.
