HomeMy WebLinkAbout08 27 1991 CM123 COUNCIL MEETING MINUTES August 27, 1991 Minutes of regular meeting held in the city municipal building, August 27, 1991. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, David A. Landor, W. Dean Wood, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Attorney Thomas J. Holmes was excused. Meeting was called to order at 7:32 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to the Special Minutes of August 13, 1991 and Regular Meeting Minutes of August 13, 1991. Councilman Landor moved to approve the Special Meeting Minutes of August 13, 1991 as read. Councilman Wood seconded. All council members voted in favor of motion. Councilman Quick moved to approve Regular Meeting Minutes of August 13, 1991. Councilman England seconded. All council members voted in favor of motion. PUBLIC HEARING - WASTEWATER COLLECTION SYSTEM FACILITIES PLANNING STUDY OVERVIEW - Mayor Cotant declared the public hearing open, then asked for comment from the public. There were no comments. Mayor Cotant asked Jim Keller, Forsgren Perkins to present the master plan of the City's sewer facilities. The report is completed and on file at the City Offices in draft form. The following subjects were discussed: Population Flow Rates Pump Station Evaluation Collection System Evaluation Sewer Service Extensions Mr. Keller stated the City of Chubbuck's collection system is in good shape. Mr. Keller offered the following suggestions: 1. Replace two sections of broken pipe. 264 south to L4 and MH Q22 to Q23. 125 PUBLIC HEARING - SEWER FACILITIES - (cont.) 2. Continue City inspection. 3. Set up TV inspection schedule. 4. Grease Trap installation should be required with periodic inspection. 5. Monitoring settled lines. LC-C2-AI-W3. Hr. Keller stated the Dell Road residents asked the cost of installing sewer line, and including service lines to their home, this increased the cost from to approx. $29.00 to $34.00 per unit. Mayor Cotant declared the public hearing closed. PUBLIC HEARING - 1991-92 FISCAL YEAR BUDGET - Mayor Cotant declared the hearing open. City Clerk Conlin presented the 1991-92 Fiscal Year Budget, including addition of $25,000.00 for proposed recycling project, and addition of $200,000.00 in Sewer Department, for possible sewer extensions. There was no public comment on 1991-92 Fiscal Year Budget. Mayor Cotant declared public hearing closed. ORDINANCE ~358 An ordinance appropriating the several sums of money deemed necessary and sufficient to defray all expenses and liabilities of the City of Chubbuck for the fiscal year beginning on the 1st. day of October, 1991, and ending on the 30th. day of September, designating the different funds to which shall be drawn and paid know as the "Annual Appropriation Ordinance of Fiscal Year 1991-92". Mayor Cotant read Ordinance ~358 in full. Councilman Landon moved to dispense with the rule of reading Ordinance ¢358 on three separate days. Councilman Wood seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Wood, yes. Councilman Wood moved to adopt Ordinance ~358 as read. Councilman England seconded. Roll Call Vote: Quick, yes; England, yes; Landor, yes; Wood, yes. RESOLUTION ~9-91 Be it resolved by the Council, to pay the estimated expenses of said City, that there be levied against all the taxable property of the said City, the following amounts for Fiscal Year 1991-92, and that the same be certified to the County Auditor of Bannock County. 127 RESOLUTION ¢9-91 (cont.) Mayor Cotant read Resolution ¢9-91 in full. Councilman Quick moved to adopt Resolution ¢9-91 as read. Councilman Wood seconded. All council members voted in favor of motion. REPORT ON D.A.R.E. PROGRAM by Asst. Chief of Police Richard Webb and D.A.R.E. Officer Steve Hieb. ACP Webb gave a report on the D.A.R.E. Program. ACP Webb stated the amount of the grant has been reduced from $180,000.00 to $90,000.00. ACP Webb stated we wilq be able to get the job done with the $90,000.00. The cuts will be in equipment. D.A.R.E. Officer Hieb presented a bid from C.E. Flandro for supply of a van for the D.A.R.E. Program. The bid amount is $14,245.00, also equipment for the van is approx. $2,523.67. Officer Hieb asked Mayor Cotant and Council to help purchase the van. The B.A.R.E. Officers are not allowed to solicit funds. Councilman Quick suggested the community help support purchase of the van. Mayor Cotant suggested involving the PTA Assn. in raising funds for the program. Councilman Quick stated he will meet with Officer Hieb, then contact PTA Presidents advising them of the D.A.R.E. Program. CLAIMS Computer print-out claims presented to Mayor Cotant and Council, Councilman England moved to approve computer print-out claims as read. Councilman Quick seconded.
