Minutes of a special meeting held at the city municipal building,
August 13, 1991.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, David A. Landor, W. Dean Wood, Attorney
Thomas J. Holmes and Public Works Director Steven M. Smart.
Meeting was called to order at 6:05 p.m. by Mayor Cotant. "
PURPOSE OF MEETING is to discuss the Dell Street portion -of the
Chubbuck Waste Water Facility Planning Study with Dell Street
Residents.
DELL STREET SEWER SERVICE- COST SUMMARY -
Mayor Cotant and Council invited, and asked Dell Street
residents for comments on cost estimates for sewer line
installation, service line installation and street, curb and
gutter repair.
Dell Street residents present are Nancy Hill, 551 Dell, Carlo
and Barbara Gaskins, 546 Dell, Sandy and Gene Pickers, 5333
Hawthorne, Bonnie and Debbie Wagner, 5359 Hawthorne, Leland
B. Dial.
Dell Street sewer service cost estimates are $79,200.00, cost
per dwelling is $4,658.00. The following funding options are
available:
No City Grant
$20,000.00 City Grant
$40,000.00 City Grant
$44.56 per month
$36.92
$29.29
This cost does not include the cost of installing sewer line
from house to sewer line in street. This cost is based on 16
units. A duplex is considered two units.
These estimates are based on a 20 year loan, at 4% interest.
Councilman Quick stated we are seeing more and more mandates
coming from Federal and State Government, residents in the
City are going to be forced to hook up to available sewer and
water.
Nancy Hill, 551 Dell Rd. asked, is there an option, or will
the residents on Dell Rd. all be required to hook up to City
sewer. Mayor Cotant stated, it is to a point, there will not
be an option.

Councilman England suggested the 4% monies are available now,
but might not be at a later date,
PWD Smart asked residents present, if it might be better to
present a cost including sewer services to the house. All
residents present, were in favor of PWD Smart's comment,
Discussion about how many lots are affected.
PWD Smart said an election will not be required.
Jim Keller was directed to apply for the four percent money.
Mayor Cotant stated there will be a future meeting when more
information is received.
At 7:15 p.m., Councilman England moved, Councilman Landon seconded,
with full council approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 6:00 p.m., on the 13th. day of August, 1991. The
object of the special meeting is to review the facility planning
study of Chubbuck Waste Water Collection with Dell Rd. Residents.

Pursuant to the call set forth above, notice is hereby given
of a special meeting of the Chubbuck City Council at the time and
place, and for the object, recited in the call.
