England, David A. Attorney Thomas J. Holmes, Smart and City Olerk Ron C. Council members Leroy S. Quick, London, W. Dean Wood, Public Works Director Steven M. Conlin. Meeting was called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES Mayor Cotant asked for corrections or additions to the Regular Meeting Minutes of March 26, 1991 and Special Meeting Minutes of April 2, 1991. Councilman Quick moved to approve Regular Meeting Minutes of March 26, 1991 as read. Councilman London seconded. All council members present voted in favor of motion. Councilman Quick moved to approve Special Meeting Minutes of April 2, 1991 as read. Councilman England seconded. All council members voted in favor of motion. ORDINANCE ¢354 - An ordinance adding Chapter 8.32 to the Chubbuck Municipal Code to define substandard buildings and structures and to provide for the abatement of such structures. Attorney Holmes read Ordinance ¢354 in full. Mayor Cotant asked for comments from the public. There were no comments. Councilman England moved to dispense with the rule of reading Ordinance ~354 on three separate days. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; London, yes; Wood, yes. Councilman Quick moved to adopt Ordinance ¢354 as read. Councilman Wood seconded. Roll Call Vote: Quick, yes; England, yes; London, yes; Wood, yes. WILLIAM SLAVEN - OLD AUTOMOBILES - On March 21, 1991 Mr. Sloven received a certified letter stating Mr. Sloven will be required to apply for a rezone on his property, if the old automobiles are not cleared off his property. William Sloven, 147 W. Linden said he is against rezoning his property commercial, the cars are a hobby. Mr. Sloven passed pictures of properties around his property 53 WILLIAM SLAVEN - OLD AUTOMOBILES - (cont.) to Mayor Cotant and Council. Mr. Slaver felt these properties are in worse shape than his. Attorney Holmes said the staff decided Mr. Slaven's situation probably falls under a vehicle storage site, which requires a conditional use permit if allowed. Mr. Slaven stated the businesses that border his property should be required to install screening fence. Mayor Cotant suggested the city look into the problem, and see if properties around Mr. Slaver are in violation of ordinance. PROCLAMATION - "WALK WEEK" - Mayor Cotant read the proclamation in full. Councilman Quick moved to direct Mayor Cotant to proclaim the week of April 27th., 1991 as "Walk Week". Councilman Landon seconded. All council members voted in favor of motion. RESOLUTION #4-91 - Be it resolved, and hereby order that officials or employees whose names are listed shall be and are hereby authorized as our representatives to acquire federal surplus property from the Idaho State Bureau of Surplus Property under the terms and conditions listed. Councilman England moved to adopt Resolution ~4-91 as read, with the addition of Asst. Chief of Police Jerry Rowland. Councilman Landor seconded. All council members voted in favor of motion. 1989-90 FISCAL YEAR AUDIT - City Auditor Scott Jones presented the 1989-90 Fiscal Year Audit at the March 26, 1991 Council Meeting. Councilman Wood moved to accept the 1989-90 Fiscal Year Audit as presented by City Auditor Scott Jones. Councilman Quick seconded. All council members voted in favor of motion. PERSONNEL POLICY - Attorney Holmes presented an updated portion of the City of Chubbuck Personnel Policy to Mayor Cotant and Council. There was question about how the Police Department pay for holidays. City Clerk Conlin said the Police Officers are paid for the holiday, also another day for working the holiday. The Police Officers are actually paid double time. After review, Councilman Landon moved to approve the updated Personnel Policy. Councilman Quick seconded. All council members voted in favor of motion. 55 RESOLUTION ¢5-91 - A resolution amending the rates to be charged by the city of garbage collection provided though the municipal sanitary service system. Councilman Wood moved to adopt Resolution ~5-91 as read. Councilman Landor seconded. All council members voted in favor of motion. CLAIMS Computer print-out and hand check claims presented to Mayor Cotant and Council. Councilman England moved to approve computer hand check claims as read. Councilman Quick council members voted in favor of motion. print-out and seconded. All CABLE COMMISSION REPORT - Paul Simons, Cable Commission was present to advise Mayor Cotant and Council, the Cable Commission is having an open house, May 4, 1991, Noon to 5:00 Mary Harker was present, stating the Cable Commission is making progress with TCI. CHUBBUCK DAYS DISCUSSION Mayor Cotant reported he received a letter from Therrol Dye, stating he does not have the time to devote to being Chubbuck Days Chairman this year. Mr. Dye said he would like to help in some way, but cannot spend the time this year. Chubbuck Days will be the last weekend in June. Discussion about suggested Chubbuck Days activities: 1. Food booths during Baseball Tournament. 2. Certificates or awards to Service Men. 3. Invite Pam Nelson to Chubbuck Days for presentation of award for all her prior years help in organizing Chubbuck Days Parade. Mary Harker stated Chubbuok Pride Committee is taking nominations for Chubbuck Citizen of Year. Mayor Cotant asked Mary to advise Mayor and Council of Chubbuck Citizen of Year prior to Chubbuck Days.
