Present: Mayor John O, Cotant, Council members Leroy S. Quick, Steven H. England, David A. Landor, W, Dean Wood and City Clerk Ron C. Conlin. Attorney Thomas J. Holmes, Public Works Director Steven M. Smart was excused. Meeting was called to order at 5:00 p.m, by Mayor Cotant. PURPOSE OF MEETING is to discuss estimated costs for a D.A.R.E. Officer, including miscellaneous expenses. Asst. Police Chief Jerry Rowland and Richard Webb was present to present the following estimated costs for a D.A.R.E. Officer. Uniform & Equipment .......... 25,002.00 8,800.60 3,200.00 Vehicle & Accessories ........ $ 16,800.00 Officer Webb presented to Mayor Cotant and Council a report on a survey the Northwest Regional Educational Lab. conducted last year. Officer Webb said, at the six grade age, 3% of the youth are using drugs at a moderate to high level, 16% of high school youths are using drugs at a moderate to high level. The D.A.R.E. Program is a Drug Abuse Resistance Education Program designed to equip elementary school children with skills for resisting peer pressure to experiment with tobacco, drugs and alcohol. D.A.R.E, offers highly structured intensive curriculum, developed by Health Education Specialists presented to sixth grade elementary school children and consist of seventeen topics presented to each targeted grade one hour per week for seventeen weeks. Officer Webb said the Chubbuck Police Department, Pocatello Police Department and School District ~25 have the opportunity to apply for a grant to implement a D.A.R.E. Program in School District #25. Officer Webb stated the grant will fund most of the D.A.R.E. Program for a maximum four years. The first year will be funded at one hundred percent, the remaining three years require matching funds equal to twenty-five percent of the project cost. 49 D.A.R.E. PROGRAM - (cont.) The grant application will ask for funds to employee two officers, one officer for each Police Department. The officers will work strictly as D.A.R.E, Instructors during the school year, in the summer months they will provide vacation relieve to their respective departments, and prepare for their lesson next year. Once the program is no longer eligible for grant monies, the continuance of the program will require local funds, budgeted through respective City funds, School Dist. funds or private funds. Officer Webb stated we have an individual, in the Department, that can fill the D.A.R.E. position, Officer Webb said along with the salary request, we are asking a vehicle be funded also. Total amount of grant is approx. $95,000.00 to $100,000.00. Officer Webb said the second, third and forth year, the city will be required to fund 25% of the salary, other costs. There is the possibility, half of the 25% might be picked up also. The D.A.R.E. Program, if funded, will replace the "Adopt A Cop Program". There will have to be some sort of agreement between cities, allowing the officers to work in both cities. Councilman Quick moved to direct Asst. Chief of Police Jerry Rowland and Officer Richard Webb to proceed with applying for a D.A.R.E. Officer grant, Councilman England seconded. All council members voted in favor of motion.
