Cotant, Council members Leroy S. Quick, David A. Landon, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman Steven M. England was excused. Meeting was called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES Mayor Cotant asked for corrections or additions to the Regular Meeting Minutes of March 12, 1991 and Special Meeting Minutes of March 19, 1991. Councilman Wood moved to approve Regular Meeting Minutes of March 12, 1991 as read. Councilman Quick seconded. All council members present voted in favor of motion. Councilman quick moved to approve Speoial Meeting Minutes of March 19, 1991 as read. Councilman Wood seconded. All council members voted in favor of motion. MARINE CORP AUXILIARY LEAGUE - Rosetta McCoy on behalf of the Marine Corp League, VAV, American Legion and VFW, was present to present to Mayor Cotant and Council a yellow ribbon for their support proclaiming, March 15, 1991 "Commemorative Ribbon Day". Mayor Cotant stated the City of Chubbuck also received a plague for the City Chubbuck's support for Desert Storm. BUSINESS LICENSE APPLICATION -Clarice Grant, 416 S. 4th. Ave has applied for a business license to sell World Book Educational Products door to door in the City of Chubbuck. Mrs. Grant was present to explain the program to Mayor Cotant and Council. Councilman Wood moved to approve a business license to Clarice Grant, 416 S. 4th. Ave. to sell World Book Educational Products door to door. Councilman Landon seconded. All council members present voted in favor of motion. WINE LICENSE APPLICATION - Steve Shouse, Kimberly Nurseries East, 212 E. Chubbuck has applied for a wine license to sell wine, off premises. Steve Shouse explained their plans to Mayor Cotant and Council. 43 WINE LICENSE APPLICATION - (cont.) Councilman Landon moved to approve an, off premise ~wine license to Kimberly Nursery, 212 E. Chubbuck Rd. Councilman Quick seconded. All council members present voted in favor of motion. BID - ADDITION AND REMODEL - CHUBBUCK FIRE STATION - The following bids were opened at Chubbuck City Council Chambers, March 21, 1991 at 3:00 p.m. BID BASE BIDDER BOND BID TIME BGM Builders X $375,800.00 30 Weeks Brennan Const. X $387,500.00 20 Weeks West Const. ~ $343,261.00 18 Weeks Councilman Landon moved to accept the low bid of $343,261.00 presented by West Construction. Councilman Quick seconded. All council members present voted in favor of motion. POCATELLO-CHUBBUCK TRAFFIC SAFETY IMPROVEMENT PLAN Joe Olsen, NOBAMPO was present to discuss with Mayor Cotant and Council the proposed Pocatello-Chubbuck Traffic Safety Improvement Plan. Mr. Olsen stated, if the Traffic Safety Plan is adopted, the Plan is just a guideline. PWD Smart reminded the Council, as recommendations are made, there might be some controversial decisions the Council might have to make, but, recommended the Traffic Safety Plan be adopted. Councilman Wood moved to adopt the Pocatello-Chubbuck Traffic Safety Improvement Plan as presented. Councilman Quick seconded. All council members present voted in favor of motion, AMENDING CITY PERSONNEL POLICY - Attorney Holmes recently reviewed and made several suggested changes in the City Personnel Policy. After discussion, the Council decided to table the City Personnel Policy until the April 9, 1991 Council Meeting. 45 CHUBBUCK DAYS DISCUSSION - (cont.) Mayor Cotant suggested the possibility of having Chubbuck Days, 1991 on July 4, (parade, etc.) and the fo]lowing on Saturday. Councilman Landon said the baseball commissioners have scheduled championship games on Chubbuck Days Friday and Saturday, Council was in favor of asking Therrol Dye to Chair Chubbuck Days. We need to find out if there are other parades in the area. CLAIMS - Computer print-out claims presented to Mayor Cotant and Council. Councilman Landon moved to approve computer print-out claims as read. Councilman Wood seconded. All council members present voted in favor of motion. FINANCIAL REPORT for month of February, 1991 presented to Mayor Cotant and Council. 1989-90 FISCAL YEAR AUDIT - Scott Jones, City Auditor was present to report on 1989-90 Fiscal Year Audit. Scott Jones passed to Mayor Cotant and Council copies of 1989-90 Audit for review. After discussion, the Council decided to review the 1989-90 Audit, then discuss at the April 9, 1991 Council Meeting.
