HomeMy WebLinkAbout03 12 1991 CM33 COUNCIL MEETING MINUTES March 12, 1991 Minutes of regular meeting held in the city municipal building, March 12, 1991. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, David A. Landon, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C, Conlin. Meeting was called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to the Regular Meeting Minutes of February 26, 1991 and Special Meeting Minutes of March 5, 1991. Councilman Wood moved to approve Regular Meeting Minutes of February 26, 1991 as read. Councilman Quick seconded. All council members present voted in favor of motion. Councilman Landon moved to approve Special Meeting Minutes of March 5, 1991 as read. Councilman Wood seconded. All council members voted in favor of motion. PROCLAMATION - "RAILROAD CROSSING SAFETY AWARENESS WEEK" - Mayor Cotant read the proclamation in full. Councilman Wood moved to direct Mayor Cotant, to proclaim April lst.-6th., 1991 as "Railroad Crossing Safety Awareness Week". Councilman Quick seconded. All council members voted in favor of motion. RESOLUTION #3-91 - A resolution amending the rates to be charged by the city, for water furnished through the municipal water system. Mayor Cotant asked for comments from residents. There were no comments. Discussion about several water rate comparisons between previous rate, City of Pocatello rate and proposed rates. Councilman England moved to adopt Resolution ¢3-91 as read. Councilman Landon seconded. All council members voted in favor of motion. TRAFFIC SAFETY IMPROVEMENT PLAN - Joe Olsen, NOBAMPO was present to present to Mayor Cotant and Council the Pocatello-Chubbuck Traffic Safety Improvement Plan. Mr. Olsen stated if we want to see a significant decrease in traffic accidents, the Traffic Safety Improvement Plan should 35 TRAFFIC SAFETY IMPROVEMENT PLAN - (cont.) implemented as a guideline. Mr. Olsen stated, if the plan is adopted, the council will receive a lot of complaints and comments from Chubbuck residents. After discussion, the Council decided to review the Pocatello- Chubbuck Traffic Safety Improvement Plan, and discuss at the March 26, 1991 Council Meeting. AMENDING CITY PERSONNEL POLICY - Attorney Holmes recently reviewed and made several suggested changes in the city personnel policy, along with changes made previously by the Council. The council was presented a copy of the policy with the changes indicated by underlining. After discussion, the Council decided to review the changes, and discuss at the March 26, 1991 Council Meeting. APPOINTMENT OF LAND USE & DEVELOPMENT COMMISSION MEMBERS - Mayor Cotant presented names to serve on Land Use & Development Commission. Gayle Anderson, 12527 N. Yellowstone Ave. - Luther Perkins, 5857 Noah - Betty Pools, 4846 Elizabeth - Ron Andersen, 806 Victor. Councilman Wood moved to appoint the following Land Use and Development Commission Members: Gayle Andersen, term expires- June 1, 1994 - Betty Poole, term expires-June 1, 1994 - Luther Perkins, term expires-June 1, 1994 - Ron Andersen, term expires June 1, 1992. Councilman Landon seconded. All council members voted in favor of motion. CHUBBUCK DAYS, 1991 - Mayor Cotant passed a proposed 1991Chubbuck Days Agenda to the Council. Mayor Cotant expressed concern of costs of 1990 Chubbuck Days Celebration. Proposed Chubbuck Days dates for 1991 is, June 28-29, might use July 4th. as an optional date. Mayor Cotant suggested a chairman for each of the following: Country Store, 2nd. Hand Store, Food Booths, Publicity, Tickets, Banners, Fireman-Foam and Fire Engine, Police-Dunking Booth, Games Chubbuck Pride-Mary Harker. Mayor Cotant suggested Chubbuck Pride, advise or let Mayor Cotant and Council be in on choosing Grand Marshall and Business People of year. 37 CHUBBUCK DAYS, 1991 (cont.) Meeting schedule for Chubbuck Days preparation: April 17, 1991 - at 7:00 p.m. May 15, 1991 - at 7:00 p.m. June 12, 1991 - at 7:00 p.m. June 25, 1991 - at 5:00 p.m. Mayor Cotant asked Council to review the agenda presented, for discussion at, March 26, 1991 Council Meeting. CLAIMS Computer print-out and hand check claims presented to Mayor Cotant and Council. Councilman Quick moved to approve computer print-out and hand check claims as read. Councilman England seconded. All council members voted in favor of motion. GENERAL DISCUSSION At the Cities-County Meeting, there was discussion about entering into a Automatic Mutual Aid Agreement with the City of Pocatello. City of Pocatello Fire Department will provide more information before a decision will be made. Discussion about City of Chubbuck participation in excavating proposed soccer field next to the Bannock County Fairgrounds. Council agreed City should not get into any kind of maintenance agreement on a continuing basis, but, the City could be involved in the initial construction. Council agreed the City can sent a grader up to help with approx. 30 hours of excavation· At 8:58 p.m., Councilman Quick moved, Councilman Wood seconded, with full council approval to adjourn meeting.
