Present: Mayor John O, Cotant, Council members Steven M. England, David A. Landon, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Oonlin. Councilman Leroy S. Quick was excused. Meeting was called to order at 7:36 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to the Special Meeting Minutes of February 12, 1991, and Regular Meeting Minutes of February 12, 1991. Councilman Landon moved to approve Special Meeting Minutes of February 12, 1991 as read. Councilman Wood seconded. All council members present voted in favor of motion. Councilman England moved to approve Regular Meeting Minutes of February 12, 1991 as read. Councilman Landon seconded. All council members present voted in favor of motion. PROCLAMATION - "COMMEMORATIVE RIBBON DAY" - Rosetta McCoy and Walt Parker were present to present activities planned in support of troops in the Pemsian Gulf. Mrs. McCoy said they would like everyone to wear their yellow ribbons at least one day a month. Mr. Parker suggested the City of Chubbuck fly flags on Commemorative Ribbon Day, March 15, 1991. Mr. Parker said there will be a support rally, hoping it will be a welcome home rally for the troops, April 13th., 1991. Mayor Cotant read the proclamation in full. Mayor Cotant proclaimed March 15, 1991, as "Commemorative Ribbon Day" and stated the city flags will fly on March 15, 1991. RESOLUTION ~1-91 - Amending the rates to be charged by the city for sewage disposal through the Municipal Sewer System. Mayor Cotant read Resolution ~1-91 in full. This sewer rate increase was actually adopted at the November 13, 1991 Council Meeting. Councilman England moved to adopt Resolution ~1-91 as read. Councilman Wood seconded. All council members present voted 27 RESOLUTION ~1-91 - (cont.) in favor of motion. RESOLUTION ¢2-91 - Amending the rates to be charged by the City for garbage collection provided through the Municipal Sanitation Service System. Mayor Cotant read Resolution ~2-91 in full. Councilman Wood moved to Councilman Landon seconded. in favor of motion. adopt Resolution ~2-91 as read. All council members present voted RESOLUTION - WATER RATES - Amending the rates to be charged by the City for water furnished though the Municipal Water System. Mayor Cotant explained proposed rates, then asked for comments from residents present. Mayor Cotant stated, with State and Federal Mandates coming down, rates will have to increase. Darrel Burrows, 302 Adams said he was against lowering the volumetric rate, and raising the base rate. PWD Smart stated, when water is not sold, for one reason or another, the city does not take in the revenue it might have projected. Adopting the increased base rate, with lower volumetric rate should correct this problem. Robert Tauscher, 541 Bluebird suggested the city find a way to bill the vacant lots in the city, this will lower the bill for everyone in the city. The only way to collect these type of bills are on taxes the following year. Bill Armstrong, 128 Briscoe said he would be in favor of $9.00 or $10.00 base, and 45 cents per thousand gallons. Mayor Cotant suggested we do not go too low on the volumetric rate, because we are in a drought season, we want to encourage conservation. Discussion about the circuit breaker program. After considerable discussion, the Council tabled the water rate resolution until the March 12, 1991 Council Meeting. CLAIMS - Computer print-out and hand check claims presented to Mayor Cotant and Council. Councilman Wood moved to approve computer print-out and hand check claims as read. Councilman England seconded, All council members present voted in favor of motion. 29 GENERAL BUSINESS - Chubbuck Days - Discussion about appointing a Chairperson for Chubbuck Days. Decision will be made at March 12, 1991 Council Meeting. 2. Cities-County Meeting, March 12, 1991 - Noon - Pocatello Council Chambers.
