Minutes of a special meeting held in the city municipal building,
February 7, 1991.
Preseht: Mayor John O. Cotant, Council members Leroy S. Quick,
~teven M. England, David A. Landor, W. Dean Wood, Public Works
Director Steven M. Smart, and City Clerk Ron C. Conlin.
~ttorney Thomas J. Holmes was excused.
Meeting was called to order at 5:30 p.m. by Mayor Cotant.
PURPOSE OF MEETING shall be to discuss raising water and sanitation
rates to support 1990-91 Fiscal Year Budget.
RESOLUTION amending the water and sanitation rates to be charged
~y the city.
Mayor Cotant said he felt the council should discuss
Qater and sanitation rates before regular council meeting,
~ebruary 12, 1991.
pWD smart gave an explanation of how he came up with:minimum
base charge, volumetric charge and billing charges.
PWD Smart also presented higher base with lower per thousand
~allons charged method:
$13.14 base .22 per thousand gallons

qayor Cotant expressed concern of what the higher base rate
~ill do to fixed income residents. Discussion about circuit
breaker discount for residents that qualify.
Discussion about a Special Rate Adjustment to all persons who
~ualify for circuit breaker:
Minimum charge $6.00 per month
Volumetric rate
(using up to 10,000 gallons) 1.00 per 1000 metered.
Volumetric rate
(cost after 10,000 gallons) .20 per 1000 metered.
~WD Smart recommended the council adopt the $14.10 base, with
20 cents per thousand gallons used, this method is based on
8emand.

Discussion about the possibility of

billing vacant lots.
Nayor Cotant suggested the council meet at 6:00 p.m, on
uesday, February 12, 1991, for further discussion of water
nd sanitation rates.
After discussion, Councilman England moved, Councilman Landon
seconded, with full council approval to adjourn meeting,

CITY OF CHUBBUCK
~ursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the C~ty Council to be held at the Chubbuck Municipal Building,
5160 yellowstone Avenue, at the hour of 5:30 p.m., on the 5~h. day
of Febiruary, 1991. The object of the special meeting is to discuss
increasing water and sanitation rates to support 1990-91 Fiscal
Year Budget,
