Meetlog was called to order at 7:35 p.m. by President of Council
~teven M. England.
APPROVAL OF MINUTES - President of Council England asked for
~orrectlons or additions to the minutes of December 11, 1990.
~ouncilman Wood moved to approve minutes of December 11, 1990
~s read. Councilman Quick seconded. All council members voted
!n favor of motion.
PETITiON-OPPOSITION TO THE PROPOSED LOCATIONS OF THE WOMENS PRISON
~ity Council received petition, opposing the following
)roposed sites for a womens prison:
Chubbuck Road, 1-15 and Pleasant View.
National Guard Armory.
Off Hiline Rd., bordered by 1-15 and 1-86.
-om Arnold, Bannock Development Corporation was present to
answer~, questions residents might have regarding the proposed
sites.
Mr. Arnold stated, the above sites are no longer in contention
~or the Department of Corrections Womens Prison.
~r. Arnold said the remaining proposed site in the Pocatello
~rea, is on the West Bench, in Pocatello.
Mr. Arnold gave explanation of how proposed sites were chosen.
Mr. Arnold said some of the State requirements are water,
~ewer, gas and electricity. At this time, the problem is
fiinding a suitable site, with all criteria met, that will not
h:ave an affect residents.
Slome residents expressed conoern, there was not sufficient
notice to residents. President of Council England stated the
decision would not have been made without Land Use and Council
alPproval, these were the preliminary steps.

Chubbuck Municipal Code to provide for the measurement of lot
~idth on curved lots.

Where being no comment from public, President of Council
~ngland declared the hearing closed.
~ouncilman Quick moved to dispense with rule of reading
~rdinance ¢353 on three separate days. Councilman Landon
seconded. Roll Call Vote: Quick, yes; England, yes; Landon,
~es; Wood, yes.
~ouncilman Landon moved to adopt Ordinance ~353 as read.
~ouncilman Quick seconded. Roll Call Vote: Quick, yes;
~ngland, yes; Landon, yes; Wood, yes.
CLAIM!- Gay Reynolds, 5555 Yellowstone, Space #53 said the city
~aintenance crew failed to turn off water until the 17th. of
~ecember, 1990, after a leak occurred, they were asked to turn
it off on the 15th. of December, 1990.
pWD Smart stated there was a lack of communication with on
~all maintenance men, and recommended the council approve the
~]aim of $180.00 labor, and $21.91 parts. A total of
$201.91.
~fter discussion, Councilman Quick moved to approve a hand
~heck claim to Gay Reynolds, 5555 Yellowstone ~53
1. n amount of $201.91. Councilman Wood seconded. All council
~embers voted in favor of motion.
CLAIMi- Timmothy P. Cowden, 551 Chickadee presented a claim to the
qity, stating at 5:30 p.m., January 5th., 1991 his wife was
driving on Hiline. Rd. and bit ice ruts causing her to roll the
~ick-up truck, causing approximately $2,500.00 damage to the
truck.
After discussion, Councilman Quick moved to direct City Clerk
qonlin to turn accident claim to City Insurance Co. Councilman
~ood seconded. All council members voted in favor of motion.
STANDARDS FOR STREET PAVEMENT SECTION - PWD Smart stated his
qoncern that for some time our street pavement standards do
dot vary with some of the basic factors used to design
them.

pWD Smart said he would like to develope some standard
pavement sections for the various classifications of street
~uch as local (residential), collector, and arterial
treets.
pWD Smart said he thought a professor at ISU whom he knew
Would probably be able to do a study like this. PWD Smart
~pproached him for a proposal, which he brought out yesterday.
e proposes to do this engineering report for about $2,900.00.
PWD Smart recommended the city contract with Mr. Robinson
~hrough ISU.
~ouncilman Landon moved to enter into contract with Lee
~obinson, Ph.D., P.E., Associate Professor of Engineering at
~daho State University to design Standard Pavement Design
Requirements. Councilman Wood seconded. All council
~embers voted in favor of motion.
USE OF ANIMAL SHELTER INTERGOVERNMENTAL AGREEMENT - CITY OF
POCATELLO - Attorney Holmes said the agreement is the same, except
~he duration of this agreement shall be from October 1, 1990

~ouncilman Landon moved to direct Mayor Cotant to enter into
the Animal Shelter Intergovernmental Agreement with City of
Pocatello as read. Councilman Quick seconded. All council
~embers voted in favor of motion.
FIRE ~TATION ARCHITECT AGREEMENT - An agreement between the City
~f Chubbuck with Parrish Architects and Myers/Anderson
rchitects, A.I.A. The agreement includes the addition to and
~emodeling of the exterior facade of the existing Fire
Station. The scope includes full Architectural Services as
~efined by the agreement.
ouncllman Wood moved to enter into agreement with Parrish
rchi~ects and Myers/Anderson Architects to include the
~ddition to and remodeling of the exterior facade of ~he
&xisting fire station. Councilman Quick seconded. All council
~embers voted in favor of motion.
